合肥市建筑業發展“十三五”規劃

“十三五(wu)”時(shi)期是(shi)實(shi)現經濟發(fa)展(zhan)(zhan)轉型(xing)升級、全(quan)面(mian)建成小康(kang)社(she)會(hui)的(de)重(zhong)要(yao)(yao)時(shi)期。建筑(zhu)業(ye)(ye)是(shi)合肥市重(zhong)要(yao)(yao)支柱產業(ye)(ye)之一(yi),建筑(zhu)業(ye)(ye)的(de)發(fa)展(zhan)(zhan)對加快新型(xing)城鎮化進程、擴大(da)內需、增(zeng)加就(jiu)業(ye)(ye)、拉動相關(guan)產業(ye)(ye)的(de)發(fa)展(zhan)(zhan)和全(quan)面(mian)建設小康(kang)社(she)會(hui)有著重(zhong)要(yao)(yao)作用。為(wei)牢(lao)固樹立并(bing)切實(shi)貫(guan)徹創新、協調、綠色(se)、開放、共(gong)享(xiang)的(de)發(fa)展(zhan)(zhan)理念(nian),主(zhu)動引(yin)導建筑(zhu)業(ye)(ye)適應經濟發(fa)展(zhan)(zhan)新常態(tai),按照合肥市政府辦公廳《關(guan)于做好(hao)全(quan)市“十三五(wu)”規劃(hua)編制工(gong)作的(de)通知》(合政辦秘[2014]140號(hao))文(wen)件要(yao)(yao)求,依據(ju)相關(guan)法(fa)律(lv)、法(fa)規,編制本規劃(hua)。


第(di)一章 發展回(hui)顧


“十(shi)二五”期間是合(he)肥市(shi)(shi)建(jian)(jian)(jian)筑(zhu)(zhu)業(ye)(ye)科(ke)學發展(zhan)的黃金時期,也是合(he)肥市(shi)(shi)建(jian)(jian)(jian)筑(zhu)(zhu)業(ye)(ye)發展(zhan)史上極(ji)不平凡的五年(nian)。面(mian)對(dui)復雜的國內外經濟環境,建(jian)(jian)(jian)筑(zhu)(zhu)業(ye)(ye)企(qi)業(ye)(ye)不斷規范管(guan)理(li),增(zeng)強質量安(an)全意(yi)識(shi),運用新技(ji)術(shu)、新設備、新工藝對(dui)建(jian)(jian)(jian)筑(zhu)(zhu)施(shi)工全過程進(jin)行質量、安(an)全監控,加快綠色建(jian)(jian)(jian)筑(zhu)(zhu)建(jian)(jian)(jian)設步伐。五年(nian)來,在合(he)肥市(shi)(shi)委、市(shi)(shi)政府的正確領導下,合(he)肥市(shi)(shi)建(jian)(jian)(jian)筑(zhu)(zhu)業(ye)(ye)為全市(shi)(shi)經濟社會發展(zhan)做出了(le)重(zhong)要貢獻,支柱產業(ye)(ye)地位進(jin)一步穩固。

一、“十(shi)二五”發(fa)展成就

(一)產業規模創歷史新高

“十(shi)(shi)二(er)(er)五”期間,建(jian)筑(zhu)(zhu)產(chan)業規模(mo)再上(shang)新臺階。2015年全(quan)(quan)市(shi)建(jian)筑(zhu)(zhu)業產(chan)值(zhi)3439.18億元,“十(shi)(shi)二(er)(er)五”期間全(quan)(quan)市(shi)建(jian)筑(zhu)(zhu)業產(chan)值(zhi)累計達到14122.84億元,比“十(shi)(shi)一五”增長(chang)(chang)213.35%,年平(ping)均增長(chang)(chang)率為25.63%(圖1);全(quan)(quan)市(shi)等級以上(shang)企業累計完成房屋竣工總(zong)建(jian)筑(zhu)(zhu)面積(ji)34063萬平(ping)方(fang)米,比“十(shi)(shi)一五”期間增長(chang)(chang) 141%。合肥(fei)市(shi)建(jian)筑(zhu)(zhu)業各項經濟指標持續創新高,建(jian)筑(zhu)(zhu)業產(chan)值(zhi)占(zhan)全(quan)(quan)省“半(ban)壁江山” ,保持全(quan)(quan)省第一的位(wei)次,并在全(quan)(quan)國地級市(shi)中處(chu)于領(ling)先地位(wei)。

“十二五(wu)”期間,建筑(zhu)業(ye)“走出去”步伐加快(kuai)。2015年全市(shi)(shi)外(wai)省完成產值(zhi)為(wei)869.62億元(yuan),“十二五(wu)”期間外(wai)埠市(shi)(shi)場累計完成建筑(zhu)業(ye)總產值(zhi)為(wei)3331.4億元(yuan),比“十一五(wu)”增長12.31%。2011-2015年,全市(shi)(shi)省外(wai)建筑(zhu)業(ye)產值(zhi)從455.95億元(yuan)提高到869.62億元(yuan)。

“十二五”期(qi)間(jian)(jian),建(jian)筑(zhu)業(ye)(ye)支柱(zhu)產業(ye)(ye)地(di)位不(bu)斷加(jia)強。2015年(nian)全(quan)市建(jian)筑(zhu)業(ye)(ye)增加(jia)值為(wei)(wei)670億(yi)元,占(zhan)地(di)區生產總(zong)值的12.37%,“十二五”期(qi)間(jian)(jian)全(quan)市建(jian)筑(zhu)業(ye)(ye)增加(jia)值累(lei)計達到2933億(yi)元,比(bi)(bi)“十一(yi)五”增長(chang)(chang)152.41%,年(nian)平均(jun)增長(chang)(chang)率為(wei)(wei)20.34%(圖2)。2015年(nian)全(quan)市建(jian)筑(zhu)業(ye)(ye)入庫地(di)稅達到53.79億(yi)元,建(jian)筑(zhu)業(ye)(ye)利潤(run)總(zong)額(e)為(wei)(wei)128.45億(yi)元,“十二五”期(qi)間(jian)(jian)全(quan)市累(lei)計實現利潤(run)總(zong)額(e)549.53億(yi)元,比(bi)(bi)“十一(yi)五”期(qi)間(jian)(jian)增長(chang)(chang)4.19倍。“十二五”末(mo)全(quan)市建(jian)筑(zhu)業(ye)(ye)從業(ye)(ye)人(ren)員數為(wei)(wei)104.7萬人(ren),比(bi)(bi)“十一(yi)五”末(mo)增加(jia)52.25%。建(jian)筑(zhu)業(ye)(ye)成為(wei)(wei)全(quan)市社會經濟發展名副(fu)其實的支柱(zhu)產業(ye)(ye)。

(二)綜合競爭力實(shi)現新躍升

通過“十二五”期間的(de)改革(ge)和發(fa)展,合(he)(he)肥(fei)建筑產(chan)業(ye)(ye)(ye)(ye)規(gui)模持續增(zeng)大的(de)同時,產(chan)業(ye)(ye)(ye)(ye)結(jie)構調整(zheng)初見(jian)成效。合(he)(he)肥(fei)市(shi)著力扶持企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)做大做強(qiang),企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)資(zi)(zi)質等(deng)級(ji)(ji)獲得大幅(fu)提升,建筑業(ye)(ye)(ye)(ye)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)資(zi)(zi)質結(jie)構更加優化。截(jie)至(zhi)(zhi)2015年底(di),合(he)(he)肥(fei)市(shi)建筑業(ye)(ye)(ye)(ye)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)數量達到2300家(jia)(jia),較“十一(yi)五”末期增(zeng)加800家(jia)(jia)。2015年,我市(shi)新(xin)增(zeng)2家(jia)(jia)特級(ji)(ji)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)、新(xin)增(zeng)3項特級(ji)(ji)資(zi)(zi)質,新(xin)增(zeng)35家(jia)(jia)總(zong)承包(bao)、專業(ye)(ye)(ye)(ye)承包(bao)一(yi)級(ji)(ji)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)。截(jie)至(zhi)(zhi)2015年底(di),我市(shi)具有一(yi)級(ji)(ji)及(ji)以上資(zi)(zi)質企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)總(zong)數達到248家(jia)(jia),占(zhan)全省(sheng)一(yi)級(ji)(ji)資(zi)(zi)質企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)總(zong)數的(de)65%以上;其中,一(yi)級(ji)(ji)及(ji)以上總(zong)承包(bao)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)136家(jia)(jia),一(yi)級(ji)(ji)專業(ye)(ye)(ye)(ye)承包(bao)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)66家(jia)(jia),設計與施工(gong)一(yi)體(ti)化一(yi)級(ji)(ji)資(zi)(zi)質企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)46家(jia)(jia)(表1)。

“十二五”期間,我市建筑產業集中度不斷提高,組織結構進一步(bu)優(you)化。2011年,我市產值億元(yuan)及(ji)以上(shang)建筑業企業數只有250家,2015年增(zeng)加(jia)(jia)到(dao)405家,其中,產值100億元(yuan)及(ji)以上(shang)企業數從1家增(zeng)加(jia)(jia)到(dao)3家,產值50億元(yuan)及(ji)以上(shang)企業從6家增(zeng)加(jia)(jia)到(dao)12家(表2)。

(三)建筑產(chan)業化發展步伐(fa)不斷加快

“十二五”期間,合(he)(he)(he)肥市(shi)建(jian)(jian)筑(zhu)(zhu)產(chan)業(ye)化(hua)(hua)發(fa)展(zhan)步伐逐步加快。隨著(zhu)德國(guo)西偉德、中建(jian)(jian)國(guo)際、遠(yuan)大住工(gong)(gong)(gong)等國(guo)內外建(jian)(jian)筑(zhu)(zhu)產(chan)業(ye)化(hua)(hua)龍頭企業(ye)陸續落(luo)戶合(he)(he)(he)肥,我(wo)市(shi)已經(jing)形成了(le)較為完備(bei)(bei)的(de)產(chan)業(ye)鏈。2014年5月,合(he)(he)(he)肥市(shi)被(bei)正式列(lie)入(ru)“國(guo)家住宅產(chan)業(ye)現代化(hua)(hua)綜合(he)(he)(he)試(shi)點城市(shi)”。我(wo)市(shi)先后(hou)出臺(tai)《合(he)(he)(he)肥市(shi)人(ren)民政府(fu)關于加快推進建(jian)(jian)筑(zhu)(zhu)產(chan)業(ye)化(hua)(hua)發(fa)展(zhan)的(de)指導(dao)意(yi)見》和《合(he)(he)(he)肥市(shi)建(jian)(jian)筑(zhu)(zhu)產(chan)業(ye)化(hua)(hua)千億產(chan)業(ye)規(gui)劃(2014-2020)》。合(he)(he)(he)肥市(shi)城鄉(xiang)建(jian)(jian)委協助編(bian)(bian)制(zhi)(zhi)了(le)安(an)徽省(sheng)地方標準《疊(die)(die)合(he)(he)(he)板式混(hun)(hun)凝(ning)(ning)土(tu)(tu)(tu)剪(jian)力(li)墻結(jie)(jie)構(gou)(gou)(gou)技(ji)(ji)(ji)術(shu)規(gui)程(cheng)》、《疊(die)(die)合(he)(he)(he)板式混(hun)(hun)凝(ning)(ning)土(tu)(tu)(tu)剪(jian)力(li)墻結(jie)(jie)構(gou)(gou)(gou)施工(gong)(gong)(gong)及(ji)(ji)驗(yan)收(shou)規(gui)程(cheng)》和《裝(zhuang)配(pei)整體式剪(jian)力(li)墻結(jie)(jie)構(gou)(gou)(gou)技(ji)(ji)(ji)術(shu)規(gui)程(cheng)(試(shi)行)》;制(zhi)(zhi)定了(le)《疊(die)(die)合(he)(he)(he)式預制(zhi)(zhi)樓(lou)(墻)板安(an)裝(zhuang)基價》和《合(he)(he)(he)肥市(shi)裝(zhuang)配(pei)式混(hun)(hun)凝(ning)(ning)土(tu)(tu)(tu)結(jie)(jie)構(gou)(gou)(gou)預制(zhi)(zhi)裝(zhuang)配(pei)率計算方法(試(shi)行)》,組織編(bian)(bian)制(zhi)(zhi)合(he)(he)(he)肥市(shi)工(gong)(gong)(gong)程(cheng)建(jian)(jian)設技(ji)(ji)(ji)術(shu)標準《裝(zhuang)配(pei)整體式混(hun)(hun)凝(ning)(ning)土(tu)(tu)(tu)結(jie)(jie)構(gou)(gou)(gou)施工(gong)(gong)(gong)及(ji)(ji)驗(yan)收(shou)技(ji)(ji)(ji)術(shu)導(dao)則(ze)》和《建(jian)(jian)筑(zhu)(zhu)混(hun)(hun)凝(ning)(ning)土(tu)(tu)(tu)預制(zhi)(zhi)構(gou)(gou)(gou)件(jian)制(zhi)(zhi)作與驗(yan)收(shou)技(ji)(ji)(ji)術(shu)導(dao)則(ze)》,正積極準備(bei)(bei)編(bian)(bian)制(zhi)(zhi)安(an)徽省(sheng)標《內澆外掛裝(zhuang)配(pei)整體式混(hun)(hun)凝(ning)(ning)土(tu)(tu)(tu)結(jie)(jie)構(gou)(gou)(gou)技(ji)(ji)(ji)術(shu)規(gui)程(cheng)》、《裝(zhuang)配(pei)整體式混(hun)(hun)凝(ning)(ning)土(tu)(tu)(tu)結(jie)(jie)構(gou)(gou)(gou)施工(gong)(gong)(gong)及(ji)(ji)驗(yan)收(shou)技(ji)(ji)(ji)術(shu)規(gui)程(cheng)》、《建(jian)(jian)筑(zhu)(zhu)混(hun)(hun)凝(ning)(ning)土(tu)(tu)(tu)預制(zhi)(zhi)構(gou)(gou)(gou)件(jian)制(zhi)(zhi)作與驗(yan)收(shou)技(ji)(ji)(ji)術(shu)規(gui)程(cheng)》和《裝(zhuang)配(pei)式住宅全裝(zhuang)修技(ji)(ji)(ji)術(shu)規(gui)程(cheng)》。

(四)建(jian)筑節(jie)能工作卓有成效

“十(shi)二五”期(qi)間(jian),合(he)肥市(shi)提出了(le)“加(jia)(jia)大(da)節(jie)能(neng)(neng)減排、加(jia)(jia)快(kuai)綠色發展、構(gou)建低碳(tan)城市(shi)”的總體要求,出臺了(le)《合(he)肥市(shi)“十(shi)二五”期(qi)間(jian)節(jie)能(neng)(neng)目標評價考核(he)實(shi)施方案》。目前,我市(shi)建筑節(jie)能(neng)(neng)工作已經(jing)取得階段(duan)性(xing)成果(guo)。

同時,為(wei)確保綠(lv)色(se)建(jian)筑(zhu)在規(gui)劃設計和(he)施工圖審查(cha)環節得(de)到全(quan)面(mian)(mian)落(luo)實,我(wo)市率先出臺了《合(he)肥(fei)市綠(lv)色(se)建(jian)筑(zhu)規(gui)劃方案及施工圖審查(cha)要(yao)點》,2012—2015年間,通過綠(lv)色(se)建(jian)筑(zhu)方案審查(cha)項目(mu)245個,建(jian)筑(zhu)面(mian)(mian)積4012.8萬平米(mi)。截至2015年,我(wo)市共(gong)32個項目(mu)獲(huo)得(de)省(sheng)級(ji)綠(lv)色(se)建(jian)筑(zhu)示范項目(mu)稱(cheng)號,建(jian)筑(zhu)面(mian)(mian)積549萬平米(mi);已獲(huo)得(de)綠(lv)色(se)建(jian)筑(zhu)標識項目(mu)38個,建(jian)筑(zhu)面(mian)(mian)積809.63萬平米(mi)。

截(jie)至2015年(nian)(nian)(nian)(nian)底,我(wo)市(shi)勘(kan)察設(she)(she)(she)計類企業(ye)305家,其中(zhong)甲(jia)級(ji)64家,乙級(ji)92家,丙級(ji)30家,設(she)(she)(she)計施(shi)工一(yi)(yi)體化一(yi)(yi)級(ji)20家,二(er)級(ji)81家,三(san)級(ji)18家;年(nian)(nian)(nian)(nian)末(mo)從業(ye)人(ren)員(yuan)54152人(ren),具有技(ji)術職稱(cheng)的人(ren)員(yuan)19590人(ren),比(bi)上(shang)(shang)年(nian)(nian)(nian)(nian)增加了(le)(le)(le)10%,與2014年(nian)(nian)(nian)(nian)17855人(ren)相比(bi),增加了(le)(le)(le)1735人(ren);年(nian)(nian)(nian)(nian)末(mo)注冊執業(ye)人(ren)員(yuan)合(he)計5271人(ren),占從業(ye)人(ren)員(yuan)的10%,其中(zhong)一(yi)(yi)、二(er)級(ji)注冊建筑師(shi)(shi)455人(ren),注冊工程(cheng)師(shi)(shi)(包括(kuo)一(yi)(yi)、二(er)級(ji)結構(gou)工程(cheng)師(shi)(shi)、土木工程(cheng)師(shi)(shi)、注冊公用設(she)(she)(she)備(bei)師(shi)(shi))869人(ren)。2015年(nian)(nian)(nian)(nian),利潤總額(e)26.217億元;上(shang)(shang)交所(suo)得稅4.5811億元;工程(cheng)勘(kan)察完(wan)成(cheng)(cheng)合(he)同額(e)6.9994億元;工程(cheng)設(she)(she)(she)計完(wan)成(cheng)(cheng)合(he)同額(e)41.1034億元;境外工程(cheng)完(wan)成(cheng)(cheng)合(he)同額(e)2.9208億元;我(wo)市(shi)勘(kan)察設(she)(she)(she)計企業(ye)重視科(ke)技(ji)投入,2015年(nian)(nian)(nian)(nian)企業(ye)科(ke)技(ji)活(huo)動費用支出總額(e)9.95億元,比(bi)去年(nian)(nian)(nian)(nian)減少了(le)(le)(le)1.7%。截(jie)止2015年(nian)(nian)(nian)(nian)底,我(wo)市(shi)的圖紙審查機構(gou)達到(dao)11家。

(五(wu))技術水平和(he)人(ren)才(cai)素質明顯提(ti)高

“十二五(wu)”期(qi)間,為(wei)了(le)滿足(zu)合肥市戰略轉(zhuan)型期(qi)的(de)(de)人(ren)(ren)(ren)(ren)(ren)才需要,我(wo)市建(jian)筑(zhu)業(ye)加(jia)大人(ren)(ren)(ren)(ren)(ren)才培(pei)養力度(du),人(ren)(ren)(ren)(ren)(ren)才結構不(bu)斷優化,形成(cheng)了(le)層次較(jiao)為(wei)明(ming)晰、專業(ye)門類(lei)(lei)較(jiao)為(wei)齊全(quan)的(de)(de)產業(ye)人(ren)(ren)(ren)(ren)(ren)才隊伍。截(jie)至(zhi)2015年底,我(wo)市共有管理人(ren)(ren)(ren)(ren)(ren)員(yuan)(yuan)8.8萬人(ren)(ren)(ren)(ren)(ren),比2011年增(zeng)加(jia)0.93萬人(ren)(ren)(ren)(ren)(ren),工(gong)(gong)程技(ji)術人(ren)(ren)(ren)(ren)(ren)員(yuan)(yuan)12.8萬人(ren)(ren)(ren)(ren)(ren),比2011年增(zeng)加(jia)3.5萬人(ren)(ren)(ren)(ren)(ren),中(zhong)級及以(yi)上技(ji)工(gong)(gong)7.7萬人(ren)(ren)(ren)(ren)(ren)(表3)。目前(qian),我(wo)市各類(lei)(lei)執業(ye)資格(ge)注(zhu)冊(ce)人(ren)(ren)(ren)(ren)(ren)員(yuan)(yuan)總數達(da)25573人(ren)(ren)(ren)(ren)(ren),其中(zhong),一級建(jian)造師(shi)(shi)(shi)為(wei)7654人(ren)(ren)(ren)(ren)(ren),二級建(jian)造師(shi)(shi)(shi)15000人(ren)(ren)(ren)(ren)(ren),監理工(gong)(gong)程師(shi)(shi)(shi)為(wei)2087人(ren)(ren)(ren)(ren)(ren)。工(gong)(gong)程勘(kan)察類(lei)(lei)注(zhu)冊(ce)執業(ye)人(ren)(ren)(ren)(ren)(ren)員(yuan)(yuan)合計3992人(ren)(ren)(ren)(ren)(ren),其中(zhong),一、二級注(zhu)冊(ce)建(jian)筑(zhu)師(shi)(shi)(shi)399人(ren)(ren)(ren)(ren)(ren),注(zhu)冊(ce)工(gong)(gong)程師(shi)(shi)(shi)1149人(ren)(ren)(ren)(ren)(ren)。

“十二五”期(qi)間,我市取得非國有建(jian)設工程專業(ye)(ye)職稱(cheng)人數逐年(nian)遞增,2011年(nian),我市通過社會化評審(shen)取得專業(ye)(ye)技術(shu)人員(yuan)資格共1603人,2015年(nian)增至7803人,如(ru)表4所示。

為了(le)不斷(duan)提(ti)高(gao)(gao)我(wo)(wo)市建(jian)筑(zhu)工(gong)(gong)(gong)(gong)人(ren)的從業(ye)素質和(he)技能水平,貫(guan)徹住建(jian)部《關于(yu)建(jian)筑(zhu)工(gong)(gong)(gong)(gong)人(ren)職業(ye)培(pei)訓合格證(zheng)有關事項的通知(zhi)》(建(jian)辦人(ren)[2015]34號)文件精神(shen),我(wo)(wo)市正在(zai)組(zu)織實施各等級各工(gong)(gong)(gong)(gong)種(zhong)建(jian)筑(zhu)工(gong)(gong)(gong)(gong)人(ren)職業(ye)培(pei)訓、高(gao)(gao)級工(gong)(gong)(gong)(gong)以下(xia)各工(gong)(gong)(gong)(gong)種(zhong)的考核工(gong)(gong)(gong)(gong)作。從業(ye)人(ren)員整體素質的提(ti)升(sheng),保障了(le)建(jian)筑(zhu)工(gong)(gong)(gong)(gong)程的質量(liang)和(he)安全,也為合肥城市建(jian)設和(he)發展(zhan)提(ti)供了(le)有力支(zhi)撐(cheng)。

(六)中介服務業穩(wen)步發展

“十(shi)二五”期間,我市(shi)的(de)勘察(cha)、設計(ji)及監理行業(ye)(ye)發展平穩,截至(zhi)2015年(nian)底,我市(shi)勘察(cha)設計(ji)類企(qi)業(ye)(ye)217家(jia),其中,綜(zong)合甲級(ji)(ji)1家(jia),行業(ye)(ye)甲級(ji)(ji)1家(jia),甲級(ji)(ji)58家(jia),乙級(ji)(ji)108家(jia),丙級(ji)(ji)51家(jia);年(nian)末從(cong)業(ye)(ye)人(ren)(ren)員28110人(ren)(ren),具有技術職稱的(de)人(ren)(ren)員17855人(ren)(ren),比2014年(nian)提(ti)高了1%;年(nian)末注冊(ce)執業(ye)(ye)人(ren)(ren)員合計(ji)3992人(ren)(ren),占從(cong)業(ye)(ye)人(ren)(ren)員的(de)14.2%,其中一、二級(ji)(ji)注冊(ce)建筑師(shi)399人(ren)(ren),注冊(ce)工程師(shi)(包括一、二級(ji)(ji)結構工程師(shi)、土木(mu)工程師(shi)、注冊(ce)公用設備(bei)師(shi))1149人(ren)(ren)。

截至(zhi)2015年底(di),全市(shi)監(jian)(jian)理(li)(li)(li)(li)(li)企(qi)業共94家(jia),與(yu)2011年的73家(jia)相(xiang)比,企(qi)業數(shu)量增(zeng)(zeng)加(jia)了(le)21家(jia),增(zeng)(zeng)幅(fu)(fu)(fu)(fu)達(da)(da)29%,其中(zhong),綜合(he)(he)資質(zhi)3家(jia),甲級42家(jia)。截至(zhi)目(mu)前(qian),監(jian)(jian)理(li)(li)(li)(li)(li)行(xing)業期末(mo)從業人(ren)(ren)數(shu)達(da)(da)15373人(ren)(ren),其中(zhong),注冊監(jian)(jian)理(li)(li)(li)(li)(li)工(gong)(gong)(gong)程師共2087人(ren)(ren),相(xiang)比2011年,增(zeng)(zeng)加(jia)了(le)932人(ren)(ren),增(zeng)(zeng)幅(fu)(fu)(fu)(fu)達(da)(da)80.7%。監(jian)(jian)理(li)(li)(li)(li)(li)企(qi)業承攬合(he)(he)同額達(da)(da)到224098.1萬元,相(xiang)比2011年的159060萬元,增(zeng)(zeng)幅(fu)(fu)(fu)(fu)達(da)(da)40.89%,監(jian)(jian)理(li)(li)(li)(li)(li)業務收入178463.43萬元,相(xiang)比2011年的90730萬元,增(zeng)(zeng)幅(fu)(fu)(fu)(fu)達(da)(da)96.7%。為了(le)規范工(gong)(gong)(gong)程監(jian)(jian)理(li)(li)(li)(li)(li)企(qi)業市(shi)場(chang)行(xing)為,我市(shi)修訂了(le)《合(he)(he)肥(fei)市(shi)建(jian)設工(gong)(gong)(gong)程監(jian)(jian)理(li)(li)(li)(li)(li)管理(li)(li)(li)(li)(li)暫(zan)行(xing)規定》、出臺《合(he)(he)肥(fei)市(shi)建(jian)設工(gong)(gong)(gong)程項目(mu)總監(jian)(jian)理(li)(li)(li)(li)(li)工(gong)(gong)(gong)程師管理(li)(li)(li)(li)(li)辦法》和《關于加(jia)強(qiang)對建(jian)設工(gong)(gong)(gong)程監(jian)(jian)理(li)(li)(li)(li)(li)工(gong)(gong)(gong)作監(jian)(jian)督(du)管理(li)(li)(li)(li)(li)的實施(shi)意見(jian)》,對工(gong)(gong)(gong)程監(jian)(jian)理(li)(li)(li)(li)(li)企(qi)業實行(xing)總監(jian)(jian)負責制(zhi),采集并(bing)記(ji)錄其信(xin)用信(xin)息,實施(shi)動態監(jian)(jian)管,并(bing)從加(jia)強(qiang)項目(mu)監(jian)(jian)理(li)(li)(li)(li)(li)機構(gou)管理(li)(li)(li)(li)(li)和工(gong)(gong)(gong)程監(jian)(jian)理(li)(li)(li)(li)(li)合(he)(he)同管理(li)(li)(li)(li)(li)、規范現場(chang)監(jian)(jian)理(li)(li)(li)(li)(li)工(gong)(gong)(gong)作行(xing)為、嚴格執行(xing)監(jian)(jian)理(li)(li)(li)(li)(li)信(xin)息報送制(zhi)度和落實“紅黃牌警示(shi)制(zhi)度”等方面強(qiang)化對監(jian)(jian)理(li)(li)(li)(li)(li)工(gong)(gong)(gong)作的監(jian)(jian)督(du)。

“十(shi)二五”期間,我市招(zhao)標(biao)機(ji)構總(zong)數已(yi)經(jing)達97家,同(tong)比增加(jia)11.5%。其中,甲級(ji)22家,占全(quan)市企業總(zong)數的22.7%,同(tong)比增加(jia)15.8%;乙級(ji)企業59家,占全(quan)市總(zong)數的60.8%,同(tong)比增加(jia)7.3%; 暫(zan)定級(ji)企業23家,占全(quan)市總(zong)數的16.5%;其中,2015年招(zhao)標(biao)代理機(ji)構全(quan)年營(ying)業收入(ru)184472萬元,同(tong)比增加(jia)9.6%。

截至(zhi)2015年(nian),我市造(zao)價(jia)咨詢(xun)企業(ye)共189家(jia),其中(zhong):本市153家(jia),外地進肥36家(jia)。甲級(ji)(ji)企業(ye)53家(jia),乙級(ji)(ji)企業(ye)90家(jia),暫定乙級(ji)(ji)10家(jia)。共有(you)造(zao)價(jia)師(shi)人數2072人,造(zao)價(jia)員人數9575人。其中(zhong),2015年(nian)我市造(zao)價(jia)咨詢(xun)企業(ye)營業(ye)收(shou)入8.51億元。

 “十二(er)五”期間,我市(shi)的圖紙審(shen)(shen)(shen)(shen)查(cha)機(ji)構共有(you)11家,主要承接房屋(wu)建筑、市(shi)政基(ji)礎設施(shi)(shi)工程施(shi)(shi)工圖審(shen)(shen)(shen)(shen)查(cha)業(ye)務(wu)范圍(wei)。重點審(shen)(shen)(shen)(shen)查(cha):建筑物的穩(wen)定性、安(an)全性審(shen)(shen)(shen)(shen)查(cha),包(bao)括(kuo)地(di)基(ji)基(ji)礎和主體結(jie)構體系是(shi)(shi)否安(an)全、可靠;是(shi)(shi)否符合消防(fang)、節能、環保、抗震、衛生、人防(fang)等有(you)關(guan)強制性標準、規(gui)范;施(shi)(shi)工圖是(shi)(shi)否達到規(gui)定的深度要求;是(shi)(shi)否損害(hai)公眾利益(yi)等四方面(mian)內(nei)容。目前,我市(shi)建筑工程施(shi)(shi)工圖紙送(song)審(shen)(shen)(shen)(shen)率(lv)100%,審(shen)(shen)(shen)(shen)查(cha)通(tong)過率(lv)100%。

截(jie)止2015年(nian)底,我市建(jian)設工(gong)程(cheng)(cheng)(cheng)質(zhi)(zhi)量(liang)(liang)(liang)檢(jian)(jian)測機構(gou)共有(you)37家,其(qi)中,擁(yong)有(you)見證取(qu)樣資(zi)質(zhi)(zhi)的(de)30家,擁(yong)有(you)專項檢(jian)(jian)測資(zi)質(zhi)(zhi)的(de)22家。我市的(de)建(jian)設工(gong)程(cheng)(cheng)(cheng)質(zhi)(zhi)量(liang)(liang)(liang)檢(jian)(jian)測機構(gou),秉(bing)承“獨立、公(gong)正、科(ke)學”的(de)原則,積(ji)極開展(zhan)工(gong)程(cheng)(cheng)(cheng)質(zhi)(zhi)量(liang)(liang)(liang)檢(jian)(jian)測活動,為(wei)建(jian)設工(gong)程(cheng)(cheng)(cheng)質(zhi)(zhi)量(liang)(liang)(liang)的(de)判(pan)定(ding)提供了可靠的(de)科(ke)學依據。

(八)執法監督取得良好(hao)效果

“十(shi)二五”期間,全(quan)市組織開展各項(xiang)執(zhi)法(fa)監督(du)檢查(cha)(cha)工作,增強工程建(jian)設各方(fang)主體質量意(yi)識,落(luo)實各方(fang)責(ze)任。開展建(jian)筑施工安全(quan)生(sheng)產(chan)大檢查(cha)(cha);深化“打非治違(wei)(wei)”等專項(xiang)整治工作;加(jia)強日常檢查(cha)(cha)和專項(xiang)督(du)查(cha)(cha),嚴肅處理(li)違(wei)(wei)法(fa)違(wei)(wei)規行為;嚴格執(zhi)行《合(he)肥市行政處罰案件群(qun)眾公議(yi)暫行辦(ban)法(fa)》,主動接受群(qun)眾詢問;檢查(cha)(cha)建(jian)設單位是否依法(fa)招標、辦(ban)理(li)施工許可、工程合(he)同備案等情況。

建(jian)筑業行(xing)政處(chu)罰(fa)共立(li)案(an)查(cha)處(chu)各類違法違規案(an)件(jian)107起,罰(fa)款1280萬元(yuan),對190個(ge)(ge)單位和個(ge)(ge)人(ren)記不良行(xing)為記錄(lu),案(an)件(jian)辦結率達100%,無一引起行(xing)政復議或行(xing)政訴訟。其中,2015年,工程質量(liang)治(zhi)理(li)(li)兩年行(xing)動共對3000多個(ge)(ge)在建(jian)工程的責(ze)任主(zhu)體開展(zhan)市場行(xing)為監(jian)督檢(jian)查(cha)10950次,發出監(jian)督意見書7517份(fen),處(chu)理(li)(li)單位180多家,處(chu)理(li)(li)個(ge)(ge)人(ren)200多人(ren),行(xing)政處(chu)罰(fa)金額188.29萬元(yuan),發出暫(zan)停施工通知書70多份(fen),組織或參(can)加專項檢(jian)查(cha)8次。建(jian)筑業企(qi)業的市場行(xing)為得到(dao)進一步規范(fan)。

二、存在問題(ti)

(一)建筑(zhu)業資質類別結(jie)構亟待調(diao)整(zheng)

在建筑(zhu)業(ye)資(zi)(zi)(zi)(zi)質(zhi)類別(bie)結構方面,“十二五”期(qi)間(jian),我市(shi)施(shi)(shi)工(gong)(gong)(gong)總(zong)承(cheng)(cheng)(cheng)(cheng)包(bao)(bao)資(zi)(zi)(zi)(zi)質(zhi)企(qi)(qi)業(ye)近700家,占(zhan)比(bi)(bi)(bi)30%,專(zhuan)業(ye)承(cheng)(cheng)(cheng)(cheng)包(bao)(bao)資(zi)(zi)(zi)(zi)質(zhi)企(qi)(qi)業(ye)800家,占(zhan)比(bi)(bi)(bi)35%,勞務資(zi)(zi)(zi)(zi)質(zhi)企(qi)(qi)業(ye)400家,占(zhan)比(bi)(bi)(bi)17.5%,設計與施(shi)(shi)工(gong)(gong)(gong)一體化資(zi)(zi)(zi)(zi)質(zhi)400家,占(zhan)比(bi)(bi)(bi)17.5% ;其中(zhong),施(shi)(shi)工(gong)(gong)(gong)總(zong)承(cheng)(cheng)(cheng)(cheng)包(bao)(bao)企(qi)(qi)業(ye)中(zhong),建筑(zhu)工(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)近400家,占(zhan)比(bi)(bi)(bi)55%,市(shi)政工(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)240余家,占(zhan)比(bi)(bi)(bi)33%,公路(lu)工(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)30余家,占(zhan)比(bi)(bi)(bi)4%,水利水電(dian)工(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)20余家,占(zhan)比(bi)(bi)(bi)3%,以上4類企(qi)(qi)業(ye)占(zhan)施(shi)(shi)工(gong)(gong)(gong)總(zong)承(cheng)(cheng)(cheng)(cheng)包(bao)(bao)企(qi)(qi)業(ye)總(zong)數的95%,其余8類施(shi)(shi)工(gong)(gong)(gong)總(zong)承(cheng)(cheng)(cheng)(cheng)包(bao)(bao)資(zi)(zi)(zi)(zi)質(zhi)僅(jin)占(zhan)5%,僅(jin)30余家,其中(zhong)冶金工(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)資(zi)(zi)(zi)(zi)質(zhi)0家,港口與航道工(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)1家,石油化工(gong)(gong)(gong)工(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)1家。專(zhuan)業(ye)承(cheng)(cheng)(cheng)(cheng)包(bao)(bao)中(zhong),建筑(zhu)裝(zhuang)修裝(zhuang)飾工(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)、城市(shi)及道路(lu)照明工(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)、建筑(zhu)機電(dian)工(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)、送變電(dian)工(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)所占(zhan)比(bi)(bi)(bi)重較(jiao)大,分別(bie)占(zhan)比(bi)(bi)(bi)11.5%、11%、10.8%、10.6%。目前,合肥(fei)市(shi)從事房屋(wu)建筑(zhu)工(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)施(shi)(shi)工(gong)(gong)(gong)的企(qi)(qi)業(ye)占(zhan)據比(bi)(bi)(bi)重過大,2015年(nian),我市(shi)房屋(wu)建筑(zhu)工(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)產值占(zhan)總(zong)產值的比(bi)(bi)(bi)重為0.55,而公路(lu)、鐵路(lu)、軌道交通、水利等(deng)專(zhuan)業(ye)工(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)產值占(zhan)比(bi)(bi)(bi)過低。

 專業(ye)經營(ying)廣度的(de)不足不僅(jin)影響企業(ye)效率與科技進步(bu),也成為(wei)合肥(fei)建(jian)筑業(ye)發展的(de)制約因素(su),例如,我市正在大規模建(jian)設的(de)軌(gui)道(dao)交通(tong)工程。

(二)市場主體(ti)行為(wei)不盡規范(fan)

市(shi)(shi)(shi)場主體(ti)的(de)(de)(de)責(ze)任(ren)意識和(he)(he)自律性還有待進一(yi)步加強(qiang),仍有一(yi)些施(shi)工(gong)(gong)(gong)(gong)單(dan)位(wei)在工(gong)(gong)(gong)(gong)程(cheng)建設(she)過程(cheng)中(zhong)不(bu)嚴格履責(ze),未嚴格按照(zhao)法(fa)(fa)律法(fa)(fa)規(gui)(gui)、工(gong)(gong)(gong)(gong)程(cheng)建設(she)標(biao)(biao)準(zhun)規(gui)(gui)范(fan)進行(xing)(xing)施(shi)工(gong)(gong)(gong)(gong)和(he)(he)管理工(gong)(gong)(gong)(gong)作(zuo),市(shi)(shi)(shi)場招投標(biao)(biao)環節中(zhong)的(de)(de)(de)低價(jia)(jia)中(zhong)標(biao)(biao)、圍標(biao)(biao)、串標(biao)(biao)等(deng)違規(gui)(gui)問(wen)(wen)題,工(gong)(gong)(gong)(gong)程(cheng)承包(bao)中(zhong)的(de)(de)(de)轉包(bao)、違法(fa)(fa)分包(bao)、資質掛(gua)靠、不(bu)執行(xing)(xing)工(gong)(gong)(gong)(gong)程(cheng)建設(she)強(qiang)制(zhi)性標(biao)(biao)準(zhun)問(wen)(wen)題、以(yi)及壓價(jia)(jia)、墊(dian)資、拖欠工(gong)(gong)(gong)(gong)程(cheng)款等(deng)問(wen)(wen)題,嚴重擾亂了(le)我(wo)(wo)市(shi)(shi)(shi)建筑(zhu)(zhu)市(shi)(shi)(shi)場秩(zhi)序(xu),對我(wo)(wo)市(shi)(shi)(shi)建筑(zhu)(zhu)行(xing)(xing)業的(de)(de)(de)健康發展帶來不(bu)良影響。完善的(de)(de)(de)法(fa)(fa)律法(fa)(fa)規(gui)(gui)制(zhi)度體(ti)系是規(gui)(gui)范(fan)建筑(zhu)(zhu)市(shi)(shi)(shi)場秩(zhi)序(xu)的(de)(de)(de)基礎,應針對當(dang)前建筑(zhu)(zhu)市(shi)(shi)(shi)場反映比較突出的(de)(de)(de)問(wen)(wen)題,盡快修(xiu)訂我(wo)(wo)市(shi)(shi)(shi)相(xiang)關法(fa)(fa)律法(fa)(fa)規(gui)(gui),以(yi)及與之相(xiang)關聯的(de)(de)(de)各類注冊人員管理規(gui)(gui)定,進一(yi)步細(xi)化建筑(zhu)(zhu)市(shi)(shi)(shi)場中(zhong)各方主體(ti)的(de)(de)(de)權利、責(ze)任(ren)和(he)(he)義務(wu);準(zhun)確界(jie)定建設(she)單(dan)位(wei)的(de)(de)(de)虛(xu)假招標(biao)(biao)、肢解發包(bao)、惡意壓價(jia)(jia)和(he)(he)拖延結算等(deng)行(xing)(xing)為,并制(zhi)定出具體(ti)的(de)(de)(de)懲罰條款;同時(shi),對于新出現的(de)(de)(de)工(gong)(gong)(gong)(gong)程(cheng)融資保(bao)險等(deng)行(xing)(xing)為,及時(shi)出臺調控規(gui)(gui)范(fan),以(yi)適應建筑(zhu)(zhu)市(shi)(shi)(shi)場的(de)(de)(de)發展需要,從而(er)為建立統(tong)一(yi)開(kai)放、合法(fa)(fa)競爭、健康有序(xu)的(de)(de)(de)市(shi)(shi)(shi)場秩(zhi)序(xu)提供法(fa)(fa)律保(bao)障。

(三)企業內部質量安(an)全主體意識薄弱

我市部分建(jian)筑業(ye)企(qi)業(ye)自(zi)律性不(bu)(bu)強(qiang),質(zhi)(zhi)(zhi)量(liang)(liang)安全(quan)意(yi)識(shi)薄弱,安全(quan)生產原動力不(bu)(bu)足(zu),重(zhong)經濟效益(yi),輕安全(quan)質(zhi)(zhi)(zhi)量(liang)(liang),抓文明施工(gong)(gong)、安全(quan)生產的(de)(de)投入不(bu)(bu)足(zu);部分監(jian)理(li)企(qi)業(ye)對工(gong)(gong)程(cheng)(cheng)(cheng)管理(li)監(jian)督不(bu)(bu)到(dao)位,往往迎合建(jian)設單位趕工(gong)(gong)期的(de)(de)要求(qiu),放松對安全(quan)生產的(de)(de)管理(li),工(gong)(gong)程(cheng)(cheng)(cheng)質(zhi)(zhi)(zhi)量(liang)(liang)把關(guan)不(bu)(bu)嚴(yan),極(ji)易(yi)出現質(zhi)(zhi)(zhi)量(liang)(liang)安全(quan)問題。有的(de)(de)工(gong)(gong)業(ye)園區內的(de)(de)企(qi)業(ye)廠房建(jian)設等(deng)沒有通過招投標程(cheng)(cheng)(cheng)序,一些民營企(qi)業(ye)不(bu)(bu)能(neng)按建(jian)設程(cheng)(cheng)(cheng)序建(jian)設,給工(gong)(gong)程(cheng)(cheng)(cheng)建(jian)設帶(dai)來嚴(yan)重(zhong)的(de)(de)質(zhi)(zhi)(zhi)量(liang)(liang)和(he)安全(quan)隱患。此外,部分工(gong)(gong)程(cheng)(cheng)(cheng)還存在先開(kai)工(gong)(gong)、后(hou)補辦手續等(deng)違(wei)法(fa)違(wei)規(gui)行為。今后(hou),我市應該建(jian)立健(jian)全(quan)質(zhi)(zhi)(zhi)量(liang)(liang)安全(quan)方面的(de)(de)相關(guan)法(fa)律法(fa)規(gui),加大監(jian)督力度(du),逐步強(qiang)化企(qi)業(ye)的(de)(de)質(zhi)(zhi)(zhi)量(liang)(liang)安全(quan)意(yi)識(shi)。

(四(si))建筑(zhu)市(shi)場(chang)信用體系建設有待完善

建筑市(shi)(shi)(shi)場(chang)(chang)(chang)存在較多(duo)不規范行(xing)(xing)(xing)為(wei)(wei)的(de)(de)原因很多(duo),其中(zhong)一個重要原因是(shi)建筑市(shi)(shi)(shi)場(chang)(chang)(chang)各方(fang)主體(ti)(ti)的(de)(de)誠(cheng)信(xin)意(yi)識(shi)比較薄弱,建筑市(shi)(shi)(shi)場(chang)(chang)(chang)各管理(li)(li)環(huan)節沒有建立(li)信(xin)用信(xin)息共享(xiang)機制,市(shi)(shi)(shi)場(chang)(chang)(chang)各方(fang)主體(ti)(ti)違(wei)(wei)(wei)法違(wei)(wei)(wei)規行(xing)(xing)(xing)為(wei)(wei)不能得(de)到及時有效處(chu)理(li)(li),違(wei)(wei)(wei)法違(wei)(wei)(wei)規的(de)(de)失(shi)信(xin)成本比較低。目前我市(shi)(shi)(shi)已經開通了信(xin)用管理(li)(li)平臺,并建立(li)了較為(wei)(wei)科學(xue)的(de)(de)信(xin)用評(ping)價(jia)體(ti)(ti)系(xi)(xi)。平臺建設雖(sui)取(qu)得(de)了一些成就,但(dan)信(xin)息數據采集方(fang)法和信(xin)用評(ping)價(jia)標準(zhun)方(fang)面(mian)仍有待完善(shan)。為(wei)(wei)了加強(qiang)建筑市(shi)(shi)(shi)場(chang)(chang)(chang)信(xin)用體(ti)(ti)系(xi)(xi)建設,還需(xu)要進(jin)一步(bu)充實企(qi)(qi)業(ye)、個人(ren)信(xin)用信(xin)息和項目信(xin)息基礎數據庫,完善(shan)信(xin)用信(xin)息的(de)(de)采集、錄入、審(shen)核及發(fa)布(bu)機制,綜合建筑企(qi)(qi)業(ye)的(de)(de)動態(tai)行(xing)(xing)(xing)為(wei)(wei)(包(bao)括建筑市(shi)(shi)(shi)場(chang)(chang)(chang)行(xing)(xing)(xing)為(wei)(wei)、招(zhao)投標行(xing)(xing)(xing)為(wei)(wei)、質量行(xing)(xing)(xing)為(wei)(wei)和安全文明施工行(xing)(xing)(xing)為(wei)(wei)等),對(dui)企(qi)(qi)業(ye)信(xin)用進(jin)行(xing)(xing)(xing)評(ping)級(ji),實行(xing)(xing)(xing)差(cha)(cha)別化管理(li)(li),對(dui)信(xin)用缺失(shi),違(wei)(wei)(wei)法、違(wei)(wei)(wei)規、事故頻發(fa)的(de)(de)企(qi)(qi)業(ye)和個人(ren),堅決(jue)清理(li)(li)出(chu)市(shi)(shi)(shi)場(chang)(chang)(chang);對(dui)信(xin)用差(cha)(cha)的(de)(de)企(qi)(qi)業(ye)和人(ren)員重點監管,加重處(chu)罰;對(dui)誠(cheng)實守信(xin)的(de)(de)企(qi)(qi)業(ye)和人(ren)員予以激勵和表彰,營造(zao)“守信(xin)激勵、失(shi)信(xin)懲戒”的(de)(de)市(shi)(shi)(shi)場(chang)(chang)(chang)氛圍,增(zeng)強(qiang)企(qi)(qi)業(ye)誠(cheng)信(xin)意(yi)識(shi),引導(dao)企(qi)(qi)業(ye)守法經營。


第二章 發展形勢


合肥(fei)現為長三(san)角世(shi)界級城市群(qun)副中心和全國(guo)性綜合交通樞紐,立足建設“大湖名城,創新高地”,這些都將為合肥(fei)建筑業發展帶(dai)來(lai)新的機遇。同時,世(shi)界經濟復蘇緩(huan)慢,我國(guo)的經濟發展進入新常態,固定資產投(tou)資增(zeng)速持續下滑(hua),建筑市場外(wai)部環境發生一(yi)系列重(zhong)大改變,行業發展面臨嚴峻挑(tiao)戰(zhan)。

一、發展機(ji)遇(yu)

(一(yi))國(guo)(guo)家(jia)重(zhong)大(da)(da)戰(zhan)(zhan)略(lve)集中實施(shi)。“一(yi)帶(dai)一(yi)路(lu)”戰(zhan)(zhan)略(lve)持續(xu)升(sheng)溫,作(zuo)為(wei)我(wo)(wo)國(guo)(guo)未(wei)來十(shi)年(nian)的(de)重(zhong)大(da)(da)政(zheng)策紅利,將(jiang)(jiang)(jiang)給建(jian)筑行業(ye)帶(dai)來巨大(da)(da)投資機會。2014年(nian)9月25日《國(guo)(guo)務院關于依(yi)托(tuo)黃(huang)金水道(dao)推動長江(jiang)經濟帶(dai)發展的(de)指(zhi)導意見》的(de)出臺(tai),正(zheng)式將(jiang)(jiang)(jiang)合(he)肥(fei)定位為(wei)長三角世(shi)界級城市群(qun)副(fu)中心,與南京(jing)、杭(hang)州地位等(deng)同,高(gao)度前所(suo)未(wei)有(you)。我(wo)(wo)市正(zheng)成為(wei)全國(guo)(guo)性的(de)綜合(he)交通樞紐,軌道(dao)交通、鐵路(lu)、高(gao)鐵、公路(lu)、港口投資等(deng)將(jiang)(jiang)(jiang)進一(yi)步(bu)加大(da)(da),必(bi)將(jiang)(jiang)(jiang)帶(dai)動我(wo)(wo)市建(jian)筑業(ye)新(xin)(xin)一(yi)輪(lun)的(de)高(gao)速發展。同時,依(yi)托(tuo)這些重(zhong)要(yao)的(de)增(zeng)長機遇,我(wo)(wo)市建(jian)筑業(ye)將(jiang)(jiang)(jiang)繼(ji)續(xu)穩步(bu)推進“走出去(qu)”戰(zhan)(zhan)略(lve),積(ji)極尋求(qiu)新(xin)(xin)的(de)增(zeng)長點,努力(li)開辟新(xin)(xin)的(de)市場空間,以實現我(wo)(wo)市建(jian)筑業(ye)可持續(xu)發展。

(二)不(bu)斷調整完善并(bing)持(chi)續實(shi)(shi)施(shi)(shi)政(zheng)(zheng)府政(zheng)(zheng)策。2012年,合(he)肥(fei)(fei)(fei)市政(zheng)(zheng)府出臺了《關于進(jin)一(yi)步(bu)加快(kuai)合(he)肥(fei)(fei)(fei)建(jian)筑(zhu)(zhu)業(ye)(ye)(ye)發(fa)展的意見(jian)》和《合(he)肥(fei)(fei)(fei)市進(jin)一(yi)步(bu)加快(kuai)建(jian)筑(zhu)(zhu)業(ye)(ye)(ye)發(fa)展的若干政(zheng)(zheng)策(試行(xing))》。2013年安(an)徽省政(zheng)(zheng)府出臺《關于促進(jin)建(jian)筑(zhu)(zhu)業(ye)(ye)(ye)轉型升級加快(kuai)發(fa)展的指導意見(jian)》,2014年合(he)肥(fei)(fei)(fei)市出臺了《關于印發(fa)合(he)肥(fei)(fei)(fei)市扶(fu)持(chi)產業(ye)(ye)(ye)發(fa)展“1+3+5”政(zheng)(zheng)策體系(xi)(xi)的通知(zhi)》。上述文件中(zhong)包含一(yi)系(xi)(xi)列建(jian)筑(zhu)(zhu)業(ye)(ye)(ye)扶(fu)持(chi)政(zheng)(zheng)策實(shi)(shi)施(shi)(shi)細則,分(fen)別(bie)從支(zhi)(zhi)持(chi)我(wo)市建(jian)筑(zhu)(zhu)業(ye)(ye)(ye)企(qi)(qi)業(ye)(ye)(ye)做大做強(qiang)、支(zhi)(zhi)持(chi)我(wo)市建(jian)筑(zhu)(zhu)業(ye)(ye)(ye)企(qi)(qi)業(ye)(ye)(ye)創優奪杯、加快(kuai)實(shi)(shi)施(shi)(shi)我(wo)市建(jian)筑(zhu)(zhu)業(ye)(ye)(ye)企(qi)(qi)業(ye)(ye)(ye)“走出去”戰(zhan)(zhan)略(lve)、實(shi)(shi)施(shi)(shi)建(jian)筑(zhu)(zhu)業(ye)(ye)(ye)科技發(fa)展戰(zhan)(zhan)略(lve)、加快(kuai)我(wo)市建(jian)筑(zhu)(zhu)業(ye)(ye)(ye)人才培養步(bu)伐、規范我(wo)市建(jian)筑(zhu)(zhu)業(ye)(ye)(ye)企(qi)(qi)業(ye)(ye)(ye)各(ge)類規費以及資金管理(li)、強(qiang)化金融財稅對建(jian)筑(zhu)(zhu)業(ye)(ye)(ye)的支(zhi)(zhi)持(chi)力度等七方面,對建(jian)筑(zhu)(zhu)業(ye)(ye)(ye)企(qi)(qi)業(ye)(ye)(ye)進(jin)行(xing)資金獎勵和政(zheng)(zheng)策扶(fu)持(chi)。

(三)新一輪合(he)肥(fei)大建設需求(qiu)(qiu)的(de)(de)強勁拉動(dong)。2015年末,合(he)肥(fei)城(cheng)(cheng)(cheng)鎮(zhen)人(ren)口為548.4萬(wan)人(ren),全市城(cheng)(cheng)(cheng)鎮(zhen)化率(lv)為70.4%,預計2020年合(he)肥(fei)市城(cheng)(cheng)(cheng)鎮(zhen)人(ren)口將(jiang)接近700萬(wan)人(ren),在城(cheng)(cheng)(cheng)鎮(zhen)人(ren)口增長的(de)(de)剛性支(zhi)撐下,合(he)肥(fei)房(fang)(fang)地產市場需求(qiu)(qiu)旺盛。2015年,合(he)肥(fei)居民人(ren)均可支(zhi)配收入(ru)26605元(yuan),增長9.6%,收入(ru)的(de)(de)上升也(ye)將(jiang)導致人(ren)們的(de)(de)改善性住房(fang)(fang)需求(qiu)(qiu)增加。此外,我市的(de)(de)舊城(cheng)(cheng)(cheng)改造(zao)和住房(fang)(fang)保障(zhang)力(li)度也(ye)逐步加大,政府將(jiang)通過公租房(fang)(fang)建設、棚戶區(qu)改造(zao)等(deng)措施來緩解中低(di)收入(ru)家庭住房(fang)(fang)困難問題。

“十三(san)五”期(qi)間,我市(shi)(shi)(shi)(shi)(shi)繼續進(jin)行大規(gui)(gui)模的(de)城(cheng)(cheng)市(shi)(shi)(shi)(shi)(shi)基礎設(she)(she)施建(jian)(jian)設(she)(she),按照2015年(nian)1月批(pi)準通(tong)過的(de)《合肥(fei)市(shi)(shi)(shi)(shi)(shi)域“1331”綜合交通(tong)規(gui)(gui)劃(hua)》,合肥(fei)主城(cheng)(cheng)區(qu)將建(jian)(jian)設(she)(she)15條(tiao)主城(cheng)(cheng)區(qu)軌(gui)(gui)道,總規(gui)(gui)模586公里(li),線(xian)(xian)網密度一(yi)(yi)環內1.8公里(li)/平方公里(li),二(er)環內1.5公里(li)/平方公里(li)。此外,合肥(fei)還將在“十三(san)五”期(qi)間建(jian)(jian)設(she)(she)5條(tiao)市(shi)(shi)(shi)(shi)(shi)域軌(gui)(gui)道線(xian)(xian)路(lu),做到(dao)“每年(nian)開工(gong)一(yi)(yi)條(tiao)線(xian)(xian)、竣工(gong)一(yi)(yi)條(tiao)線(xian)(xian)、運營一(yi)(yi)條(tiao)線(xian)(xian)”,主要服務于市(shi)(shi)(shi)(shi)(shi)區(qu)周邊城(cheng)(cheng)鎮與主城(cheng)(cheng)區(qu)之間的(de)通(tong)勤出行,其中(zhong),包括通(tong)往新橋機場、巢湖(hu)、廬江、長(chang)(chang)豐(feng)等(deng)地。根(gen)據《合肥(fei)市(shi)(shi)(shi)(shi)(shi)城(cheng)(cheng)市(shi)(shi)(shi)(shi)(shi)軌(gui)(gui)道交通(tong)近期(qi)建(jian)(jian)設(she)(she)規(gui)(gui)劃(hua)(2014-2020)》,近期(qi)合肥(fei)市(shi)(shi)(shi)(shi)(shi)城(cheng)(cheng)市(shi)(shi)(shi)(shi)(shi)軌(gui)(gui)道交通(tong)建(jian)(jian)設(she)(she)規(gui)(gui)劃(hua)由(you)3號(hao)(hao)(hao)線(xian)(xian)、4號(hao)(hao)(hao)線(xian)(xian)、5號(hao)(hao)(hao)線(xian)(xian)組成,3號(hao)(hao)(hao)線(xian)(xian)全長(chang)(chang)37.4km,4號(hao)(hao)(hao)線(xian)(xian)全長(chang)(chang)36.0km,5號(hao)(hao)(hao)線(xian)(xian)全長(chang)(chang)40.3km,共計113.7km。預(yu)計到(dao)2020年(nian),全市(shi)(shi)(shi)(shi)(shi)竣工(gong)和運營的(de)軌(gui)(gui)道線(xian)(xian)路(lu)達5條(tiao)。

二、主要挑戰

(一)行業(ye)(ye)品(pin)牌企(qi)(qi)業(ye)(ye)數(shu)量(liang)嚴重不(bu)足。合(he)(he)肥的(de)(de)建(jian)(jian)筑(zhu)業(ye)(ye)特級(ji)資質企(qi)(qi)業(ye)(ye)較少(shao),缺少(shao)龍(long)頭企(qi)(qi)業(ye)(ye)。現有(you)的(de)(de)一級(ji)企(qi)(qi)業(ye)(ye)實力(li)(li)狀況(kuang)、一級(ji)總承包(bao)企(qi)(qi)業(ye)(ye)數(shu)量(liang)等(deng)對照(zhao)江(jiang)、浙(zhe)等(deng)建(jian)(jian)筑(zhu)業(ye)(ye)發(fa)達地(di)區,如杭州、南京、南通、紹興(xing)等(deng)城市(shi)(shi)還(huan)有(you)很大差距。目前,注冊地(di)在合(he)(he)肥的(de)(de)特級(ji)企(qi)(qi)業(ye)(ye)僅中(zhong)(zhong)鐵四局、中(zhong)(zhong)煤礦山(shan)、安徽建(jian)(jian)工集(ji)團以(yi)及2015年(nian)新增的(de)(de)安徽三(san)建(jian)(jian)、中(zhong)(zhong)建(jian)(jian)四局六(liu)公(gong)司五家(jia),一級(ji)總承包(bao)企(qi)(qi)業(ye)(ye)只有(you)131家(jia)。2015年(nian),合(he)(he)肥市(shi)(shi)建(jian)(jian)筑(zhu)業(ye)(ye)產值(zhi)超百億元僅有(you)3家(jia),超50億元的(de)(de)企(qi)(qi)業(ye)(ye)12家(jia),產業(ye)(ye)集(ji)中(zhong)(zhong)度(du)偏低。而合(he)(he)肥市(shi)(shi)中(zhong)(zhong)型建(jian)(jian)筑(zhu)業(ye)(ye)企(qi)(qi)業(ye)(ye)不(bu)只受制于自身規模、資質等(deng)因素影響(xiang),更關鍵問題是資金(jin)力(li)(li)量(liang)不(bu)足,融資能力(li)(li)較弱,短時(shi)間內難以(yi)做大做強,需要政府進一步加大政策扶持力(li)(li)度(du)。

(二)產(chan)(chan)業(ye)(ye)(ye)(ye)升(sheng)(sheng)級轉型任(ren)務艱巨(ju)。“十(shi)三五(wu)”期間(jian),建(jian)(jian)筑行(xing)業(ye)(ye)(ye)(ye)將面臨產(chan)(chan)業(ye)(ye)(ye)(ye)結(jie)構轉型升(sheng)(sheng)級的(de)(de)(de)(de)挑戰,我市建(jian)(jian)筑業(ye)(ye)(ye)(ye)企(qi)(qi)業(ye)(ye)(ye)(ye)要(yao)敢(gan)于調(diao)整專業(ye)(ye)(ye)(ye)結(jie)構,加(jia)大科技(ji)(ji)創新投入,不斷提高自(zi)身的(de)(de)(de)(de)核心競爭力。建(jian)(jian)筑產(chan)(chan)業(ye)(ye)(ye)(ye)化(hua)是建(jian)(jian)筑行(xing)業(ye)(ye)(ye)(ye)產(chan)(chan)業(ye)(ye)(ye)(ye)升(sheng)(sheng)級的(de)(de)(de)(de)未來方(fang)向,然而由于產(chan)(chan)業(ye)(ye)(ye)(ye)化(hua)建(jian)(jian)筑的(de)(de)(de)(de)成本較高,會(hui)對企(qi)(qi)業(ye)(ye)(ye)(ye)和建(jian)(jian)筑產(chan)(chan)業(ye)(ye)(ye)(ye)化(hua)發展帶來雙重(zhong)考驗。在建(jian)(jian)立健全建(jian)(jian)筑產(chan)(chan)業(ye)(ye)(ye)(ye)化(hua)的(de)(de)(de)(de)相關法規(gui)政策、加(jia)強標準體(ti)系建(jian)(jian)設、完善建(jian)(jian)筑產(chan)(chan)業(ye)(ye)(ye)(ye)化(hua)的(de)(de)(de)(de)技(ji)(ji)術體(ti)系、建(jian)(jian)立完整的(de)(de)(de)(de)產(chan)(chan)業(ye)(ye)(ye)(ye)鏈、以(yi)及培養龍頭企(qi)(qi)業(ye)(ye)(ye)(ye)等方(fang)面,全行(xing)業(ye)(ye)(ye)(ye)還需共同努力。

(三(san))建(jian)(jian)筑(zhu)業(ye)(ye)國際(ji)化發展較(jiao)慢。合(he)肥市(shi)建(jian)(jian)筑(zhu)業(ye)(ye)境外產值(zhi)占建(jian)(jian)筑(zhu)業(ye)(ye)的產值(zhi)比重不高,專業(ye)(ye)領域比較(jiao)集中,地域上仍然局限在(zai)傳統(tong)的亞(ya)非市(shi)場(chang)。同時,國際(ji)市(shi)場(chang)占有(you)(you)層(ceng)次較(jiao)低(di),我(wo)市(shi)建(jian)(jian)筑(zhu)企業(ye)(ye)在(zai)海(hai)外市(shi)場(chang)占有(you)(you)的多數是施工(gong)承包(bao)或勞(lao)務承包(bao)的中低(di)端市(shi)場(chang),工(gong)程小(xiao)、分(fen)包(bao)多,總(zong)承包(bao)、大體量(liang)、公共建(jian)(jian)筑(zhu)少,市(shi)場(chang)占有(you)(you)率低(di)。

(四)科技(ji)(ji)(ji)(ji)創新投(tou)(tou)(tou)入和高端技(ji)(ji)(ji)(ji)術(shu)(shu)人(ren)(ren)才缺乏(fa)。 “十二五”期(qi)間,政府大(da)力(li)引(yin)導和促進(jin)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)科技(ji)(ji)(ji)(ji)投(tou)(tou)(tou)入和開發(fa),合肥(fei)建(jian)筑(zhu)科技(ji)(ji)(ji)(ji)雖然(ran)取得了(le)一(yi)定的(de)(de)(de)(de)進(jin)步,但與國內建(jian)筑(zhu)業(ye)(ye)(ye)(ye)(ye)強市(shi)相比,科技(ji)(ji)(ji)(ji)創新含(han)量(liang)依然(ran)較(jiao)低。大(da)多數企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)沒有(you)技(ji)(ji)(ji)(ji)術(shu)(shu)管(guan)理(li)(li)(li)部門、工(gong)作計劃。工(gong)法(fa)、標準、企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)技(ji)(ji)(ji)(ji)術(shu)(shu)中心等科技(ji)(ji)(ji)(ji)成(cheng)果較(jiao)少,質量(liang)安全形(xing)成(cheng)過程(cheng)中的(de)(de)(de)(de)科技(ji)(ji)(ji)(ji)含(han)量(liang)不(bu)(bu)(bu)足(zu)(zu)。究(jiu)其(qi)原因,主要(yao)是企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)管(guan)理(li)(li)(li)層(ceng)重視程(cheng)度(du)不(bu)(bu)(bu)夠(gou),前(qian)期(qi)研發(fa)資金投(tou)(tou)(tou)入不(bu)(bu)(bu)足(zu)(zu)。例如,通(tong)(tong)過調研發(fa)現,合肥(fei)市(shi)近十家一(yi)級(ji)資質企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye),企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)年度(du)科技(ji)(ji)(ji)(ji)經費支(zhi)出占(zhan)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)年度(du)總營業(ye)(ye)(ye)(ye)(ye)收入的(de)(de)(de)(de)比例基(ji)(ji)本(ben)都在(zai)2%以(yi)下(xia)(xia)。我(wo)市(shi)建(jian)筑(zhu)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)人(ren)(ren)才理(li)(li)(li)念不(bu)(bu)(bu)強,企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)決策層(ceng)、管(guan)理(li)(li)(li)層(ceng)、操作層(ceng)都不(bu)(bu)(bu)同程(cheng)度(du)存在(zai)缺乏(fa)人(ren)(ren)才的(de)(de)(de)(de)問題(ti)。據調研統計,我(wo)市(shi)大(da)部分(fen)建(jian)筑(zhu)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)碩士以(yi)上學歷的(de)(de)(de)(de)管(guan)理(li)(li)(li)人(ren)(ren)員(yuan)占(zhan)比不(bu)(bu)(bu)足(zu)(zu)1%,而(er)(er)有(you)些企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)中專(zhuan)及以(yi)下(xia)(xia)學歷的(de)(de)(de)(de)管(guan)理(li)(li)(li)人(ren)(ren)員(yuan)甚至達到(dao)了(le)80%。專(zhuan)業(ye)(ye)(ye)(ye)(ye)性人(ren)(ren)才短(duan)缺造成(cheng)施工(gong)總承包(bao)、專(zhuan)業(ye)(ye)(ye)(ye)(ye)承包(bao)、勞務(wu)分(fen)包(bao)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)的(de)(de)(de)(de)一(yi)線施工(gong)能(neng)力(li)削弱,不(bu)(bu)(bu)僅會直(zhi)接(jie)影(ying)響建(jian)筑(zhu)產品的(de)(de)(de)(de)總體(ti)(ti)質量(liang)和安全生產,而(er)(er)且會影(ying)響建(jian)筑(zhu)業(ye)(ye)(ye)(ye)(ye)可持續發(fa)展(zhan)的(de)(de)(de)(de)人(ren)(ren)力(li)資源基(ji)(ji)礎。其(qi)次,我(wo)市(shi)缺乏(fa)港口與航道(dao)、公(gong)路、石(shi)油化工(gong)、機電工(gong)程(cheng)、水利、軌道(dao)交通(tong)(tong)等工(gong)程(cheng)建(jian)設(she)所需的(de)(de)(de)(de)專(zhuan)業(ye)(ye)(ye)(ye)(ye)技(ji)(ji)(ji)(ji)術(shu)(shu)人(ren)(ren)才,這將(jiang)直(zhi)接(jie)導致我(wo)市(shi)建(jian)筑(zhu)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)在(zai)承接(jie)復雜項目方(fang)面(mian)的(de)(de)(de)(de)能(neng)力(li)不(bu)(bu)(bu)足(zu)(zu),影(ying)響到(dao)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)的(de)(de)(de)(de)核心競爭力(li)和產值效益。另一(yi)方(fang)面(mian),我(wo)市(shi)建(jian)筑(zhu)業(ye)(ye)(ye)(ye)(ye)人(ren)(ren)員(yuan)流(liu)動、流(liu)失也較(jiao)嚴重,企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)在(zai)留住(zhu)人(ren)(ren)才、發(fa)揮人(ren)(ren)才作用等方(fang)面(mian)尚(shang)有(you)較(jiao)大(da)差(cha)距。與其(qi)他地(di)市(shi)相比,我(wo)市(shi)特級(ji)、一(yi)級(ji)等規模較(jiao)大(da)的(de)(de)(de)(de)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)不(bu)(bu)(bu)多,吸引(yin)高層(ceng)次的(de)(de)(de)(de)人(ren)(ren)才數量(liang)有(you)限(xian),這些都直(zhi)接(jie)影(ying)響了(le)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)資質晉(jin)升(sheng)和企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)競爭實力(li)的(de)(de)(de)(de)提(ti)升(sheng),從而(er)(er),間接(jie)影(ying)響了(le)我(wo)市(shi)建(jian)筑(zhu)業(ye)(ye)(ye)(ye)(ye)的(de)(de)(de)(de)整體(ti)(ti)發(fa)展(zhan)。

(五)推(tui)進節能(neng)(neng)減排工(gong)(gong)(gong)(gong)作任重(zhong)(zhong)道遠。我國的(de)(de)(de)建(jian)(jian)筑(zhu)(zhu)能(neng)(neng)耗很高,單位建(jian)(jian)筑(zhu)(zhu)面積能(neng)(neng)耗是發(fa)(fa)達國家的(de)(de)(de)2倍(bei)以上,在生態保護(hu)(hu)的(de)(de)(de)壓(ya)力(li)下,綠(lv)色建(jian)(jian)筑(zhu)(zhu)是我國建(jian)(jian)筑(zhu)(zhu)業未來(lai)發(fa)(fa)展的(de)(de)(de)方向,綠(lv)色建(jian)(jian)筑(zhu)(zhu)適(shi)宜(yi)技(ji)(ji)術不(bu)僅要(yao)應(ying)用(yong)于新建(jian)(jian)建(jian)(jian)筑(zhu)(zhu),力(li)求節能(neng)(neng)、生態、環(huan)(huan)保,更要(yao)在政(zheng)(zheng)府的(de)(de)(de)引導(dao)(dao)下,廣泛應(ying)用(yong)于既有(you)建(jian)(jian)筑(zhu)(zhu)。為(wei)(wei)了加大綠(lv)色建(jian)(jian)筑(zhu)(zhu)的(de)(de)(de)推(tui)廣力(li)度(du),我市亟待出(chu)臺相(xiang)關(guan)技(ji)(ji)術規(gui)(gui)范(fan)及施(shi)(shi)(shi)(shi)工(gong)(gong)(gong)(gong)標準(zhun)。建(jian)(jian)筑(zhu)(zhu)施(shi)(shi)(shi)(shi)工(gong)(gong)(gong)(gong)期(qi)間,由于施(shi)(shi)(shi)(shi)工(gong)(gong)(gong)(gong)單位的(de)(de)(de)重(zhong)(zhong)視程(cheng)度(du)不(bu)夠,一味(wei)追求速度(du)和進度(du),忽(hu)略了環(huan)(huan)境保護(hu)(hu),在施(shi)(shi)(shi)(shi)工(gong)(gong)(gong)(gong)過程(cheng)中容易引起周邊一些環(huan)(huan)境污(wu)(wu)染(ran)(ran)(ran)(ran)問題,如(ru)揚塵(chen)污(wu)(wu)染(ran)(ran)(ran)(ran)、噪音污(wu)(wu)染(ran)(ran)(ran)(ran)、建(jian)(jian)筑(zhu)(zhu)垃圾污(wu)(wu)染(ran)(ran)(ran)(ran)等(deng)。其(qi)中,建(jian)(jian)筑(zhu)(zhu)施(shi)(shi)(shi)(shi)工(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)地(di)(di)揚塵(chen)是造(zao)成(cheng)空氣污(wu)(wu)染(ran)(ran)(ran)(ran)的(de)(de)(de)重(zhong)(zhong)要(yao)因素之一。依(yi)照《合肥市揚塵(chen)污(wu)(wu)染(ran)(ran)(ran)(ran)防(fang)治管(guan)(guan)理(li)辦(ban)法》第四條,市環(huan)(huan)境保護(hu)(hu)行(xing)(xing)政(zheng)(zheng)主(zhu)(zhu)管(guan)(guan)部門(men)(men)(men)(men)對(dui)城(cheng)(cheng)市揚塵(chen)污(wu)(wu)染(ran)(ran)(ran)(ran)防(fang)治實(shi)施(shi)(shi)(shi)(shi)統(tong)一監督(du)管(guan)(guan)理(li),市城(cheng)(cheng)鄉(xiang)建(jian)(jian)設行(xing)(xing)政(zheng)(zheng)主(zhu)(zhu)管(guan)(guan)部門(men)(men)(men)(men)、重(zhong)(zhong)點工(gong)(gong)(gong)(gong)程(cheng)建(jian)(jian)設機(ji)構、城(cheng)(cheng)市管(guan)(guan)理(li)部門(men)(men)(men)(men)、交通(tong)運輸行(xing)(xing)政(zheng)(zheng)主(zhu)(zhu)管(guan)(guan)部門(men)(men)(men)(men)、公安機(ji)關(guan)交通(tong)管(guan)(guan)理(li)部門(men)(men)(men)(men)、水行(xing)(xing)政(zheng)(zheng)主(zhu)(zhu)管(guan)(guan)部門(men)(men)(men)(men)、綠(lv)化行(xing)(xing)政(zheng)(zheng)主(zhu)(zhu)管(guan)(guan)部門(men)(men)(men)(men)、發(fa)(fa)展和改革部門(men)(men)(men)(men)根據(ju)各自的(de)(de)(de)職責(ze)對(dui)揚塵(chen)污(wu)(wu)染(ran)(ran)(ran)(ran)實(shi)施(shi)(shi)(shi)(shi)監督(du)管(guan)(guan)理(li)。盡管(guan)(guan)擁(yong)有(you)相(xiang)對(dui)健全的(de)(de)(de)監管(guan)(guan)規(gui)(gui)范(fan)指導(dao)(dao)和保障,但(dan)由于目(mu)前我市城(cheng)(cheng)市建(jian)(jian)設施(shi)(shi)(shi)(shi)工(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)地(di)(di)較多,部分(fen)施(shi)(shi)(shi)(shi)工(gong)(gong)(gong)(gong)單位或個人管(guan)(guan)理(li)不(bu)嚴格,措(cuo)施(shi)(shi)(shi)(shi)不(bu)到位,違規(gui)(gui)行(xing)(xing)為(wei)(wei)時(shi)有(you)發(fa)(fa)生。其(qi)次(ci),各監管(guan)(guan)部門(men)(men)(men)(men)之間職責(ze)不(bu)清晰(xi),缺乏行(xing)(xing)之有(you)效的(de)(de)(de)協調溝通(tong),因此監管(guan)(guan)效率不(bu)高,執法力(li)度(du)不(bu)強。必須(xu)建(jian)(jian)立明確的(de)(de)(de)責(ze)任機(ji)制,各職能(neng)(neng)部門(men)(men)(men)(men)相(xiang)互(hu)協調配(pei)合,我市的(de)(de)(de)施(shi)(shi)(shi)(shi)工(gong)(gong)(gong)(gong)現場環(huan)(huan)境污(wu)(wu)染(ran)(ran)(ran)(ran)防(fang)治問題才有(you)可能(neng)(neng)迎(ying)刃而解。

(六)政策調整對企(qi)業(ye)(ye)影(ying)響的(de)不(bu)(bu)確定(ding)因素增加。我市建筑(zhu)產業(ye)(ye)集中(zhong)度偏低,大企(qi)業(ye)(ye)支配(pei)能力較弱,規模經濟(ji)水平不(bu)(bu)高。到2015年底,我市擁有各類建筑(zhu)業(ye)(ye)企(qi)業(ye)(ye)2300家(jia),建筑(zhu)行業(ye)(ye)存在明顯(xian)的(de)過度競爭。建筑(zhu)業(ye)(ye)產能過剩導致建筑(zhu)業(ye)(ye)整體(ti)利(li)潤(run)(run)率偏低,2015年,我市施工企(qi)業(ye)(ye)總產值利(li)潤(run)(run)率僅為3.73%。利(li)潤(run)(run)率偏低勢必影(ying)響到全行業(ye)(ye)的(de)健(jian)康發展(zhan)。

“十三五”期間,建筑行(xing)業(ye)還將(jiang)進行(xing)“營改增(zeng)”稅(shui)收制(zhi)度改革(ge),新的稅(shui)收政策及(ji)具(ju)體細則出臺后,將(jiang)對我(wo)市(shi)建筑業(ye)企業(ye)產生較大(da)影響。


第三章 總體思路


一、指導思想

二(er)、發展目標

——產業規(gui)(gui)模。到(dao)(dao)2020年(nian),建筑(zhu)(zhu)業總產值(zhi)達(da)到(dao)(dao)5500億(yi)元(yuan),年(nian)平均增幅9.8%,全省首位度45%以(yi)上,在全國省會城(cheng)市(shi)保持在前10名行列;市(shi)外完(wan)成建筑(zhu)(zhu)業總產值(zhi)達(da)到(dao)(dao)2000億(yi)元(yuan)(省外達(da)到(dao)(dao)1650億(yi)元(yuan)),建筑(zhu)(zhu)業外向度達(da)到(dao)(dao)30%以(yi)上;力爭(zheng)實(shi)現境外營業額25億(yi)美元(yuan);四(si)縣一(yi)市(shi)完(wan)成建筑(zhu)(zhu)業總產值(zhi)占比力爭(zheng)達(da)到(dao)(dao)全市(shi)總規(gui)(gui)模的18%以(yi)上。

——經濟效(xiao)益。建筑業增加值達(da)到(dao)950億元,年(nian)平均增幅為7.2%;建筑業利潤總額達(da)到(dao)180億元,年(nian)平均增幅為6.98%。

——企(qi)業(ye)資(zi)(zi)質(zhi)(zhi)(zhi)。特級(ji)(ji)資(zi)(zi)質(zhi)(zhi)(zhi)企(qi)業(ye)數(shu)(shu)量(liang)(liang)(liang)達到(dao)10家以上(shang);具(ju)有(you)綜合資(zi)(zi)質(zhi)(zhi)(zhi)監(jian)理(li)(li)企(qi)業(ye)數(shu)(shu)量(liang)(liang)(liang)達到(dao)5家以上(shang),施工總承(cheng)包和專業(ye)承(cheng)包一級(ji)(ji)資(zi)(zi)質(zhi)(zhi)(zhi)企(qi)業(ye)數(shu)(shu)量(liang)(liang)(liang)達到(dao)300家以上(shang)。四縣一市一級(ji)(ji)以上(shang)資(zi)(zi)質(zhi)(zhi)(zhi)企(qi)業(ye)比重力爭達到(dao)20%。具(ju)有(you)甲(jia)級(ji)(ji)資(zi)(zi)質(zhi)(zhi)(zhi)監(jian)理(li)(li)企(qi)業(ye)數(shu)(shu)量(liang)(liang)(liang)達到(dao)50家以上(shang);具(ju)有(you)甲(jia)級(ji)(ji)資(zi)(zi)質(zhi)(zhi)(zhi)招(zhao)標代理(li)(li)機構(gou)數(shu)(shu)量(liang)(liang)(liang)達到(dao)30家以上(shang)。建(jian)設(she)工程企(qi)業(ye)資(zi)(zi)質(zhi)(zhi)(zhi)專業(ye)類別更加合理(li)(li)。

——科技(ji)進步。全面(mian)(mian)推廣應用(yong)住建(jian)(jian)(jian)部十(shi)項(xiang)新技(ji)術。城(cheng)市規劃(hua)區(qu)范圍內50%的新建(jian)(jian)(jian)建(jian)(jian)(jian)筑(zhu)按(an)兩星及以上(shang)綠色建(jian)(jian)(jian)筑(zhu)標(biao)準設計建(jian)(jian)(jian)造。大(da)力(li)推廣裝配式建(jian)(jian)(jian)筑(zhu),裝配式建(jian)(jian)(jian)筑(zhu)在新建(jian)(jian)(jian)建(jian)(jian)(jian)筑(zhu)中(zhong)的比例力(li)爭達到15%以上(shang)。城(cheng)鎮新建(jian)(jian)(jian)民用(yong)建(jian)(jian)(jian)筑(zhu)節能標(biao)準施工執行率(lv)100%。90%及以上(shang)施工總承包一(yi)級(ji)、特級(ji)資質建(jian)(jian)(jian)筑(zhu)業(ye)企(qi)(qi)業(ye)建(jian)(jian)(jian)立企(qi)(qi)業(ye)技(ji)術中(zhong)心(xin)。施工總承包一(yi)級(ji)、特級(ji)資質建(jian)(jian)(jian)筑(zhu)業(ye)企(qi)(qi)業(ye)、甲(jia)級(ji)監理企(qi)(qi)業(ye),應在大(da)型建(jian)(jian)(jian)筑(zhu)工程(cheng)的施工管(guan)理過程(cheng)中(zhong)全面(mian)(mian)推廣應用(yong)BIM技(ji)術,企(qi)(qi)業(ye)和(he)項(xiang)目管(guan)理中(zhong)的信(xin)息化水平得到明顯提高。

——隊伍建設。大力實(shi)施人(ren)(ren)(ren)才培(pei)訓培(pei)養戰略,優(you)秀企業家(jia)達(da)(da)到100人(ren)(ren)(ren)。注冊執業人(ren)(ren)(ren)員總數達(da)(da)到40000人(ren)(ren)(ren),其中一級注冊建造師達(da)(da)到9000人(ren)(ren)(ren),注冊監(jian)理(li)工程(cheng)師達(da)(da)到3500人(ren)(ren)(ren)。各(ge)類工程(cheng)技術人(ren)(ren)(ren)員達(da)(da)到20萬人(ren)(ren)(ren)。具有崗位證書(shu)的現(xian)場管(guan)理(li)人(ren)(ren)(ren)員10萬人(ren)(ren)(ren)。施工工人(ren)(ren)(ren)達(da)(da)到80萬人(ren)(ren)(ren),中級工以(yi)上(shang)技術工人(ren)(ren)(ren)達(da)(da)到8萬人(ren)(ren)(ren),實(shi)現(xian)全行業建筑工人(ren)(ren)(ren)全員培(pei)訓,持證上(shang)崗。

——質量(liang)安(an)全(quan)。創建(jian)“黃山杯”工(gong)(gong)程(cheng)120項(xiang),力爭創建(jian)“魯班獎”工(gong)(gong)程(cheng)1-2項(xiang)。房屋建(jian)筑和市(shi)政工(gong)(gong)程(cheng)項(xiang)目質量(liang)安(an)全(quan)監(jian)督覆蓋(gai)達(da)100%,工(gong)(gong)程(cheng)質量(liang)合格率達(da)100%;建(jian)立建(jian)筑施(shi)工(gong)(gong)安(an)全(quan)標(biao)準化管理制(zhi)度(du),逐(zhu)步規(gui)范企(qi)業安(an)全(quan)生產管理,杜絕較大以(yi)上(shang)質量(liang)安(an)全(quan)事故的發生。

——信用體系。完善建筑(zhu)市場(chang)(chang)(chang)信用“四庫一(yi)(yi)(yi)平臺(tai)”,實現與安徽(hui)省工程建設監管(guan)和(he)信用管(guan)理(li)平臺(tai),以及市直相關部門管(guan)理(li)系統實時(shi)互(hu)聯互(hu)通(tong),基本(ben)實現“數據一(yi)(yi)(yi)個庫、監管(guan)一(yi)(yi)(yi)張網(wang)、管(guan)理(li)一(yi)(yi)(yi)條線”的建筑(zhu)市場(chang)(chang)(chang)信息化監管(guan)目(mu)標。信用機制對市場(chang)(chang)(chang)主體的規(gui)范和(he)引導作用得到充分發(fa)揮。


第四(si)章 主(zhu)要任務(wu)


一、調整(zheng)優化(hua)產業結(jie)構

支持建(jian)筑業(ye)(ye)(ye)(ye)企業(ye)(ye)(ye)(ye)發(fa)(fa)揮優勢,向上下(xia)游產業(ye)(ye)(ye)(ye)延伸,形成“突出主業(ye)(ye)(ye)(ye)、適度(du)多元”的(de)產業(ye)(ye)(ye)(ye)發(fa)(fa)展(zhan)格局(ju);鼓勵企業(ye)(ye)(ye)(ye)積極向上下(xia)游產業(ye)(ye)(ye)(ye)拓展(zhan)業(ye)(ye)(ye)(ye)務,向產業(ye)(ye)(ye)(ye)鏈高端延伸,全力開辟新的(de)發(fa)(fa)展(zhan)空間;加快(kuai)提升(sheng)企業(ye)(ye)(ye)(ye)在交(jiao)通(tong)、水利(li)、市(shi)政、鐵路等(deng)基礎設施領域的(de)勘察(cha)設計、施工能力。

鼓勵建筑業(ye)企(qi)(qi)業(ye)積極參(can)與城(cheng)市軌道交通、地下管(guan)廊、海綿城(cheng)市建設(she),扶持(chi)建筑業(ye)企(qi)(qi)業(ye)提升專業(ye)資質(zhi)等級,完善配套的(de)專業(ye)資質(zhi)類別。加大對(dui)軌道交通工程(cheng)專業(ye)人才的(de)引進與培(pei)養,制定補貼政(zheng)策,鼓勵企(qi)(qi)業(ye)提高(gao)該領域科技創新的(de)投入水平。

促進中小(xiao)建筑(zhu)企(qi)業(ye)向專、特(te)、精方向發展(zhan)。通過鼓勵(li)市(shi)(shi)場競爭,規范各(ge)方主(zhu)體市(shi)(shi)場行為,拓寬中小(xiao)建筑(zhu)企(qi)業(ye)   發展(zhan)的市(shi)(shi)場空間(jian)。給予(yu)中小(xiao)建筑(zhu)企(qi)業(ye)相應扶持政(zheng)策,提(ti)供融(rong)資、信息、政(zheng)府采(cai)購優惠(hui)、培(pei)訓等(deng)公共服務。培(pei)育一批經營特(te)色(se)強、科技含量高、市(shi)(shi)場前景好的專業(ye)企(qi)業(ye)。大(da)力發展(zhan)非公有(you)制(zhi)建筑(zhu)企(qi)業(ye)。

提升我(wo)(wo)市建筑(zhu)業的(de)產(chan)業集中(zhong)度,將我(wo)(wo)市產(chan)值億元及以(yi)上(shang)建筑(zhu)業企(qi)業從(cong)目前的(de)405家(jia)增加到600家(jia),其中(zhong),產(chan)值100億元及以(yi)上(shang)企(qi)業數從(cong)3家(jia)增加到6家(jia),產(chan)值50億元及以(yi)上(shang)企(qi)業從(cong)12家(jia)增加到20家(jia)。

二、扶持(chi)企業做大做強

進一步完善我市建筑業(ye)(ye)(ye)扶持政策實施細則,鼓勵一級(ji)企(qi)業(ye)(ye)(ye)通過(guo)改組、聯合(he)、兼并、股(gu)份(fen)合(he)作(zuo)等形式(shi)做(zuo)大做(zuo)強,加(jia)快培育一批核心競爭力強的(de)大型(xing)綜(zong)合(he)性建筑企(qi)業(ye)(ye)(ye)集團,引導(dao)5家(jia)以上的(de)一級(ji)企(qi)業(ye)(ye)(ye)成功晉(jin)升施工總承包特級(ji)資質,引導(dao)50家(jia)以上的(de)二級(ji)企(qi)業(ye)(ye)(ye)成功晉(jin)升一級(ji)企(qi)業(ye)(ye)(ye)。鼓勵有(you)條件的(de)大型(xing)企(qi)業(ye)(ye)(ye)從單一業(ye)(ye)(ye)務(wu)領(ling)域(yu)向多業(ye)(ye)(ye)務(wu)領(ling)域(yu)發展,提(ti)升核心競爭力。

引導和(he)(he)推動中鐵四局、中煤礦山、安徽建(jian)工(gong)集團、安徽三建(jian)、中建(jian)四局六(liu)公(gong)司等大型施工(gong)企業(ye)建(jian)立現代企業(ye)制度,優化資源配置,形成(cheng)專(zhuan)業(ye)配套、分工(gong)明(ming)晰的企業(ye)經營結構,使(shi)其(qi)逐步由單一的生產經營方式,向(xiang)設計(ji)、采購、施工(gong)管理一體化的工(gong)程總承包模(mo)式和(he)(he)PPP等新型經營方式轉變。

三、加快“走(zou)出去”發展步伐

指導企業(ye)(ye)(ye)制(zhi)定(ding)“走出去”發(fa)展(zhan)戰略。主(zhu)動(dong)跟蹤國(guo)家(jia)當前(qian)及(ji)潛在投(tou)資熱點,準(zhun)確把握(wo)國(guo)家(jia)和(he)(he)地區(qu)發(fa)展(zhan)規(gui)劃、產業(ye)(ye)(ye)政策(ce)的(de)(de)(de)(de)(de)方向,抓住國(guo)家(jia)支持(chi)“一帶(dai)一路”發(fa)展(zhan)的(de)(de)(de)(de)(de)戰略機遇,利用(yong)區(qu)位(wei)優勢,把區(qu)域(yu)市(shi)場打造(zao)成(cheng)(cheng)為(wei)我市(shi)建(jian)(jian)筑(zhu)(zhu)業(ye)(ye)(ye)“走出去”發(fa)展(zhan)的(de)(de)(de)(de)(de)龍(long)頭區(qu)域(yu)市(shi)場。預計(ji)到(dao)2020年(nian),省(sheng)外(wai)(wai)完成(cheng)(cheng)產值(zhi)(zhi)(zhi)從目前(qian)的(de)(de)(de)(de)(de)869.62億(yi)元增加到(dao)1650億(yi)元;外(wai)(wai)省(sheng)產值(zhi)(zhi)(zhi)占建(jian)(jian)筑(zhu)(zhu)業(ye)(ye)(ye)總產值(zhi)(zhi)(zhi)比重達到(dao)30%。圍繞推(tui)動(dong)長三(san)角(jiao)經濟(ji)圈一體化(hua)發(fa)展(zhan)和(he)(he)合肥副中心建(jian)(jian)設(she)(she)的(de)(de)(de)(de)(de)戰略機遇,積極推(tui)進與長三(san)角(jiao)地區(qu)的(de)(de)(de)(de)(de)共同市(shi)場建(jian)(jian)設(she)(she)。大(da)力(li)拓展(zhan)境(jing)外(wai)(wai)市(shi)場,努力(li)爭(zheng)取國(guo)外(wai)(wai)工程承包和(he)(he)國(guo)家(jia)援外(wai)(wai)工程項目。預計(ji)到(dao)2020年(nian),境(jing)外(wai)(wai)完成(cheng)(cheng)產值(zhi)(zhi)(zhi)從目前(qian)的(de)(de)(de)(de)(de)13.32億(yi)美(mei)元增加到(dao)25億(yi)美(mei)元。加大(da)品(pin)牌(pai)建(jian)(jian)設(she)(she)力(li)度,引導企業(ye)(ye)(ye)形(xing)成(cheng)(cheng)“以高(gao)質量塑造(zao)品(pin)牌(pai)”的(de)(de)(de)(de)(de)品(pin)牌(pai)建(jian)(jian)設(she)(she)思路和(he)(he)發(fa)展(zhan)戰略。鼓勵(li)企業(ye)(ye)(ye)合理進行市(shi)場定(ding)位(wei),以高(gao)端化(hua)、差異化(hua)的(de)(de)(de)(de)(de)生產和(he)(he)服務形(xing)成(cheng)(cheng)鮮(xian)明的(de)(de)(de)(de)(de)品(pin)牌(pai)定(ding)位(wei),建(jian)(jian)立合肥建(jian)(jian)筑(zhu)(zhu)業(ye)(ye)(ye)獨特的(de)(de)(de)(de)(de)核心競爭(zheng)優勢。

鼓勵和支(zhi)(zhi)持企(qi)(qi)業(ye)(ye)(ye)以多(duo)種形式“走(zou)出去”。鼓勵和支(zhi)(zhi)持具有一級及(ji)以上資(zi)質的建(jian)筑(zhu)業(ye)(ye)(ye)企(qi)(qi)業(ye)(ye)(ye)取得對(dui)外(wai)(wai)(wai)承(cheng)(cheng)包(bao)工程經營資(zi)格,建(jian)筑(zhu)業(ye)(ye)(ye)企(qi)(qi)業(ye)(ye)(ye)、勞務(wu)企(qi)(qi)業(ye)(ye)(ye)申(shen)報對(dui)外(wai)(wai)(wai)勞務(wu)合作(zuo)經營資(zi)格,具有對(dui)外(wai)(wai)(wai)承(cheng)(cheng)包(bao)工程資(zi)質的企(qi)(qi)業(ye)(ye)(ye)申(shen)報對(dui)外(wai)(wai)(wai)援助成套項(xiang)目施(shi)工任務(wu)實施(shi)企(qi)(qi)業(ye)(ye)(ye)資(zi)格。鼓勵建(jian)筑(zhu)業(ye)(ye)(ye)企(qi)(qi)業(ye)(ye)(ye)探(tan)索利用股(gu)份合作(zuo)、項(xiang)目合作(zuo)等(deng)方式與國(guo)內外(wai)(wai)(wai)知(zhi)名承(cheng)(cheng)包(bao)商(shang)聯合參與國(guo)際承(cheng)(cheng)包(bao)工程,通過新設、收購、控股(gu)等(deng)方式在(zai)境(jing)外(wai)(wai)(wai)投資(zi)設立工程承(cheng)(cheng)包(bao)企(qi)(qi)業(ye)(ye)(ye)。支(zhi)(zhi)持建(jian)筑(zhu)業(ye)(ye)(ye)企(qi)(qi)業(ye)(ye)(ye)在(zai)境(jing)外(wai)(wai)(wai)直接投資(zi),引導其(qi)在(zai)加工制造業(ye)(ye)(ye)合作(zuo)、技術與勞務(wu)輸(shu)出以及(ji)設備(bei)出口等(deng)方面,加快“走(zou)出去”步伐。

加(jia)大政策支持力度。積(ji)(ji)極爭取(qu)國(guo)(guo)家對外(wai)(wai)經濟技術合(he)作(zuo)(zuo)專(zhuan)項(xiang)資(zi)金(jin)(jin)、中小企(qi)業(ye)(ye)(ye)(ye)國(guo)(guo)際市(shi)(shi)場(chang)開拓(tuo)資(zi)金(jin)(jin)和(he)安徽省相(xiang)關(guan)戰(zhan)略專(zhuan)項(xiang)資(zi)金(jin)(jin),對企(qi)業(ye)(ye)(ye)(ye)境(jing)(jing)外(wai)(wai)承(cheng)包(bao)工(gong)(gong)程(cheng)的(de)(de)(de)各項(xiang)活動給予(yu)資(zi)金(jin)(jin)和(he)政策支持。鼓勵有條(tiao)件(jian)的(de)(de)(de)特大型建(jian)筑(zhu)業(ye)(ye)(ye)(ye)企(qi)業(ye)(ye)(ye)(ye)中鐵四局、中煤(mei)礦山(shan)、安徽建(jian)工(gong)(gong)在境(jing)(jing)內外(wai)(wai)資(zi)本(ben)市(shi)(shi)場(chang)直(zhi)接(jie)融(rong)資(zi),拓(tuo)展企(qi)業(ye)(ye)(ye)(ye)融(rong)資(zi)渠(qu)道。支持企(qi)業(ye)(ye)(ye)(ye)申報國(guo)(guo)家對外(wai)(wai)工(gong)(gong)程(cheng)保函(han)風險(xian)專(zhuan)項(xiang)資(zi)金(jin)(jin),協(xie)調解決企(qi)業(ye)(ye)(ye)(ye)在實(shi)施對外(wai)(wai)承(cheng)包(bao)工(gong)(gong)程(cheng)項(xiang)目中開具投標、履約、預(yu)付款(kuan)保函(han)的(de)(de)(de)問(wen)題。鼓勵企(qi)業(ye)(ye)(ye)(ye)投保出(chu)口信(xin)用(yong)保險(xian),降低(di)出(chu)口收匯風險(xian),積(ji)(ji)極幫助企(qi)業(ye)(ye)(ye)(ye)爭取(qu)安徽省在企(qi)業(ye)(ye)(ye)(ye)出(chu)口信(xin)用(yong)保險(xian)費方面的(de)(de)(de)補助。境(jing)(jing)外(wai)(wai)承(cheng)包(bao)工(gong)(gong)程(cheng)項(xiang)目中的(de)(de)(de)國(guo)(guo)產(chan)設備、原材料出(chu)口符合(he)國(guo)(guo)家出(chu)口退稅政策的(de)(de)(de),應及時辦理出(chu)口退稅手續,避免對建(jian)筑(zhu)業(ye)(ye)(ye)(ye)企(qi)業(ye)(ye)(ye)(ye)承(cheng)包(bao)工(gong)(gong)程(cheng)項(xiang)目實(shi)行(xing)雙重征稅。合(he)肥市(shi)(shi)政府應加(jia)強(qiang)建(jian)筑(zhu)業(ye)(ye)(ye)(ye)領域對外(wai)(wai)合(he)作(zuo)(zuo),與(yu)(yu)當地構建(jian)區域間(jian)的(de)(de)(de)協(xie)作(zuo)(zuo)關(guan)系,宣傳推(tui)薦我市(shi)(shi)建(jian)筑(zhu)業(ye)(ye)(ye)(ye)企(qi)業(ye)(ye)(ye)(ye),為企(qi)業(ye)(ye)(ye)(ye)參與(yu)(yu)公(gong)平競爭、開拓(tuo)省外(wai)(wai)市(shi)(shi)場(chang)提供(gong)優質(zhi)服(fu)務。

四、推(tui)動建(jian)筑(zhu)產業化發展(zhan)

加快編制地(di)方標(biao)準(zhun)(zhun)和(he)現代化(hua)(hua)建筑(zhu)標(biao)準(zhun)(zhun)設(she)計(ji)圖集、工(gong)程造價計(ji)價依據。鼓勵大型鋼結構、商品混凝土等(deng)企(qi)業以市場為(wei)導向,逐步轉(zhuan)型為(wei)預制部品部件生(sheng)產(chan)企(qi)業。大力(li)提高生(sheng)產(chan)施(shi)工(gong)機(ji)械化(hua)(hua)水(shui)平,穩(wen)步推進裝配式施(shi)工(gong)方式,盡快形成“設(she)計(ji)標(biao)準(zhun)(zhun)化(hua)(hua)、施(shi)工(gong)裝配化(hua)(hua)、生(sheng)產(chan)工(gong)廠化(hua)(hua)、管理(li)信(xin)息(xi)化(hua)(hua)和(he)土建裝修(xiu)一(yi)體化(hua)(hua)”的“五化(hua)(hua)”經營和(he)管理(li)模式。積極(ji)推動建筑(zhu)業與建材業相融合。

大力(li)培育(yu)建筑(zhu)產(chan)(chan)業(ye)(ye)現代(dai)化龍頭企業(ye)(ye),鼓勵德(de)國西偉德(de)、中建國際、遠大住工(gong)、安徽建工(gong)等(deng)龍頭企業(ye)(ye)成立產(chan)(chan)業(ye)(ye)聯盟,建立具有區域特色的(de)建筑(zhu)產(chan)(chan)業(ye)(ye)園(yuan)區,整合裝(zhuang)備制(zhi)造(zao)、建材(cai)生產(chan)(chan)、設(she)計(ji)咨詢、資(zi)(zi)金物流等(deng)要素,引導建筑(zhu)業(ye)(ye)企業(ye)(ye)集聚發(fa)展,努(nu)力(li)形成建筑(zhu)經濟(ji)新(xin)的(de)增長(chang)極。新(xin)建政府投(tou)資(zi)(zi)工(gong)程(cheng)和(he)保障性安居(ju)工(gong)程(cheng)應全部采用(yong)建筑(zhu)產(chan)(chan)業(ye)(ye)現代(dai)化方式建造(zao)。同時,擴大建筑(zhu)產(chan)(chan)業(ye)(ye)化技術(shu)的(de)應用(yong)范圍,對已取得(de)土地(di)(di)使用(yong)權的(de)房地(di)(di)產(chan)(chan)企業(ye)(ye),在(zai)項(xiang)目招投(tou)標、土地(di)(di)、稅收、銷售等(deng)方面制(zhi)定(ding)具體優惠政策,鼓勵普通商品(pin)房項(xiang)目采取產(chan)(chan)業(ye)(ye)化建設(she)方式。

五、加大技術(shu)創新力(li)度

建(jian)立(li)完善行(xing)業技(ji)術(shu)(shu)創(chuang)新體(ti)(ti)(ti)系(xi)。加(jia)快(kuai)建(jian)立(li)和(he)完善以企業為(wei)(wei)主體(ti)(ti)(ti)、市場為(wei)(wei)導(dao)向、產學研(yan)相結(jie)合(he)(he)的行(xing)業技(ji)術(shu)(shu)創(chuang)新體(ti)(ti)(ti)系(xi)。引導(dao)企業通過開(kai)展戰(zhan)略聯盟、戰(zhan)略合(he)(he)作、校(xiao)企合(he)(he)作、技(ji)術(shu)(shu)轉讓、技(ji)術(shu)(shu)參股等方式,加(jia)大技(ji)術(shu)(shu)研(yan)發(fa)投入,加(jia)快(kuai)技(ji)術(shu)(shu)改造(zao),形成專利、專有技(ji)術(shu)(shu)、標準規(gui)范、工(gong)法的技(ji)術(shu)(shu)儲(chu)備。建(jian)立(li)工(gong)程關鍵技(ji)術(shu)(shu)目錄,加(jia)大財政支持,完善技(ji)術(shu)(shu)成果評(ping)價獎勵制度。

加強科技(ji)(ji)成(cheng)(cheng)果(guo)(guo)推廣(guang)(guang)和轉化。建(jian)立(li)科技(ji)(ji)成(cheng)(cheng)果(guo)(guo)工(gong)(gong)程化應(ying)用(yong)技(ji)(ji)術(shu)配(pei)套(tao)的導向機制,引導技(ji)(ji)術(shu)依(yi)托(tuo)單位編(bian)制實施推廣(guang)(guang)項(xiang)目的技(ji)(ji)術(shu)規程、工(gong)(gong)法、標準(zhun)圖集、操作手冊、運行管理指南。加強示范工(gong)(gong)程工(gong)(gong)作,積極落實科技(ji)(ji)攻關成(cheng)(cheng)果(guo)(guo),建(jian)立(li)完(wan)善的示范工(gong)(gong)程評價機制,提高科技(ji)(ji)成(cheng)(cheng)果(guo)(guo)的社(she)會影(ying)響。

六、積極推廣(guang)綠色建筑

八、加強(qiang)質量安全監(jian)督

提(ti)高(gao)質(zhi)(zhi)量(liang)安(an)(an)全(quan)監管(guan)(guan)(guan)效能。逐步(bu)建(jian)立以(yi)質(zhi)(zhi)量(liang)安(an)(an)全(quan)監管(guan)(guan)(guan)為主(zhu)要手(shou)段、以(yi)行(xing)政執法為保障的(de)工(gong)程質(zhi)(zhi)量(liang)安(an)(an)全(quan)監管(guan)(guan)(guan)模式(shi)。建(jian)立市(shi)場(chang)與現場(chang)聯(lian)(lian)動(dong)的(de)監管(guan)(guan)(guan)機(ji)制(zhi)(zhi),實(shi)行(xing)市(shi)場(chang)監管(guan)(guan)(guan)和質(zhi)(zhi)量(liang)安(an)(an)全(quan)監管(guan)(guan)(guan)的(de)聯(lian)(lian)動(dong)機(ji)制(zhi)(zhi)。依據企業信用評分,推行(xing)分類監管(guan)(guan)(guan)和差別化(hua)監管(guan)(guan)(guan)。制(zhi)(zhi)定《合肥市(shi)建(jian)筑施(shi)工(gong)安(an)(an)全(quan)生產(chan)標(biao)準(zhun)化(hua)考評管(guan)(guan)(guan)理(li)辦法》,落實(shi)企業主(zhu)體責任,督促企業制(zhi)(zhi)定質(zhi)(zhi)量(liang)安(an)(an)全(quan)日常(chang)維(wei)護制(zhi)(zhi)度,以(yi)及重大隱患排查(cha)治(zhi)理(li)工(gong)作制(zhi)(zhi)度。通過建(jian)立施(shi)工(gong)示范(fan)基地,引導企業對施(shi)工(gong)現場(chang)進行(xing)標(biao)準(zhun)化(hua)、規范(fan)化(hua)管(guan)(guan)(guan)理(li),加大對企業質(zhi)(zhi)量(liang)安(an)(an)全(quan)管(guan)(guan)(guan)理(li)人員的(de)培訓力度,提(ti)高(gao)其(qi)質(zhi)(zhi)量(liang)安(an)(an)全(quan)意識。

積極推(tui)進工(gong)程(cheng)質(zhi)(zhi)(zhi)量(liang)安(an)全(quan)(quan)(quan)監(jian)(jian)督(du)管(guan)理(li)信息(xi)系(xi)(xi)統建設(she)。開發(fa)并(bing)應用合(he)肥市(shi)(shi)建設(she)工(gong)程(cheng)質(zhi)(zhi)(zhi)量(liang)安(an)全(quan)(quan)(quan)監(jian)(jian)督(du)管(guan)理(li)信息(xi)系(xi)(xi)統,實現市(shi)(shi)、區(縣)工(gong)程(cheng)質(zhi)(zhi)(zhi)量(liang)安(an)全(quan)(quan)(quan)監(jian)(jian)督(du)信息(xi)聯網(wang),不(bu)斷強化對質(zhi)(zhi)(zhi)量(liang)安(an)全(quan)(quan)(quan)各方責任主(zhu)體(ti)的動態監(jian)(jian)管(guan)。確保(bao)“十三五”期間,工(gong)程(cheng)項(xiang)目監(jian)(jian)管(guan)覆(fu)蓋(gai)率達到100%。推(tui)行(xing)質(zhi)(zhi)(zhi)量(liang)安(an)全(quan)(quan)(quan)監(jian)(jian)管(guan)工(gong)作標準化,統一(yi)全(quan)(quan)(quan)市(shi)(shi)質(zhi)(zhi)(zhi)量(liang)安(an)全(quan)(quan)(quan)監(jian)(jian)督(du)機構工(gong)作標準。實行(xing)施工(gong)現場質(zhi)(zhi)(zhi)量(liang)保(bao)證體(ti)系(xi)(xi)量(liang)化考核。

九、促進建筑業信息(xi)化(hua)建設

加快推動建(jian)(jian)(jian)(jian)筑市(shi)場監(jian)管與誠信(xin)信(xin)息(xi)一體化(hua)建(jian)(jian)(jian)(jian)設。建(jian)(jian)(jian)(jian)立健全合肥市(shi)建(jian)(jian)(jian)(jian)筑市(shi)場信(xin)用(yong)管理(li)平(ping)臺(tai),完善(shan)企業(ye)數(shu)據(ju)庫、人員數(shu)據(ju)庫、項(xiang)目數(shu)據(ju)庫和(he)信(xin)用(yong)數(shu)據(ju)庫信(xin)息(xi)的(de)征集錄入制度(du),與部、省、市(shi)、縣監(jian)管和(he)信(xin)用(yong)信(xin)息(xi)互(hu)聯(lian)互(hu)通、共用(yong)共享,基本實(shi)現“數(shu)據(ju)一個庫、監(jian)管一張網、管理(li)一條線”的(de)建(jian)(jian)(jian)(jian)筑市(shi)場信(xin)息(xi)化(hua)監(jian)管目標,保證工程建(jian)(jian)(jian)(jian)設質量和(he)安(an)全。

加快信(xin)息(xi)化(hua)(hua)技(ji)術研(yan)發步伐。緊密跟蹤國際國內先進生產技(ji)術水平(ping),著力加強城鄉(xiang)建設信(xin)息(xi)集成平(ping)臺建設。建立(li)涵蓋設計(ji)、施(shi)工(gong)(gong)、驗收全過程的(de)統(tong)一的(de)信(xin)息(xi)系(xi)統(tong)標準(zhun)體系(xi)。加快關(guan)鍵信(xin)息(xi)化(hua)(hua)標準(zhun)的(de)編(bian)制,推進建筑業信(xin)息(xi)化(hua)(hua)編(bian)碼(ma)標準(zhun)工(gong)(gong)作,促進行業信(xin)息(xi)共享(xiang)。

大力推動企業(ye)(ye)工(gong)程信(xin)息化(hua)(hua)建(jian)設(she)(she)力度。發揮好信(xin)息化(hua)(hua)對于促(cu)進(jin)企業(ye)(ye)資(zi)(zi)源(yuan)整合、業(ye)(ye)務流(liu)程優化(hua)(hua)和(he)(he)推進(jin)建(jian)筑業(ye)(ye)升級的作用。優化(hua)(hua)企業(ye)(ye)和(he)(he)項(xiang)目管(guan)(guan)理、資(zi)(zi)源(yuan)采購流(liu)程,建(jian)設(she)(she)統(tong)一的企業(ye)(ye)與工(gong)程項(xiang)目協同管(guan)(guan)理平臺、資(zi)(zi)源(yuan)計劃系統(tong)、企業(ye)(ye)數據倉庫、決(jue)策支持系統(tong)以及企業(ye)(ye)智能門戶網站(zhan)。優化(hua)(hua)現有的管(guan)(guan)理和(he)(he)經營模式,逐步建(jian)立起與工(gong)程總承(cheng)包和(he)(he)項(xiang)目管(guan)(guan)理相(xiang)適應的組織架構(gou)和(he)(he)業(ye)(ye)務流(liu)程體系。

大力推進建(jian)筑(zhu)信(xin)息(xi)模型(xing)(BIM)等信(xin)息(xi)技術(shu)應(ying)(ying)用(yong)(yong)。逐步實(shi)現我市建(jian)筑(zhu)行業甲(jia)級(ji)勘(kan)察、設計單(dan)位以(yi)及特級(ji)、一級(ji)房屋建(jian)筑(zhu)工(gong)程(cheng)施工(gong)企業掌握(wo)BIM等信(xin)息(xi)技術(shu)的一體化集(ji)成應(ying)(ying)用(yong)(yong);推動以(yi)國(guo)有資(zi)金投(tou)資(zi)為主的大中(zhong)型(xing)建(jian)筑(zhu)、綠色公共(gong)建(jian)筑(zhu)、新建(jian)綠色生態示(shi)范小區項目中(zhong),勘(kan)察設計、施工(gong)、運(yun)營維(wei)護(hu)率先(xian)應(ying)(ying)用(yong)(yong)BIM技術(shu)。

深化互聯(lian)網與建筑(zhu)業的融合發(fa)展,鼓勵我市建筑(zhu)企業構建建筑(zhu)行(xing)業信息、采購的互聯(lian)網平臺,開展“互聯(lian)網+綠色建筑(zhu)”的應用(yong)試點示范(fan)工程,引導“互聯(lian)網+建筑(zhu)”的發(fa)展方向。

十(shi)、大力發(fa)展(zhan)中介服務業

推進工程(cheng)(cheng)(cheng)勘察、設(she)計、監(jian)(jian)(jian)(jian)理(li)(li)、造價、招標代理(li)(li)等工程(cheng)(cheng)(cheng)咨(zi)(zi)詢服(fu)務企(qi)業(ye)的規模化、品牌(pai)化、網絡化經(jing)營(ying),創新服(fu)務產品,提高服(fu)務品質,為我(wo)市建筑業(ye)的快(kuai)速發(fa)展(zhan)提供有力(li)保障。引導(dao)中介服(fu)務類企(qi)業(ye)提升資質等級(ji),大力(li)培養相關專業(ye)技(ji)術人才。進一(yi)步完善工程(cheng)(cheng)(cheng)監(jian)(jian)(jian)(jian)理(li)(li)制度,修訂工程(cheng)(cheng)(cheng)監(jian)(jian)(jian)(jian)理(li)(li)規范,開展(zhan)工程(cheng)(cheng)(cheng)監(jian)(jian)(jian)(jian)理(li)(li)項目(mu)標準化試點。大力(li)推進監(jian)(jian)(jian)(jian)理(li)(li)行業(ye)轉型(xing)發(fa)展(zhan),鼓勵監(jian)(jian)(jian)(jian)理(li)(li)企(qi)業(ye)調整(zheng)經(jing)營(ying)理(li)(li)念,優化人才組合,創新管理(li)(li)體(ti)系(xi),盡快(kuai)向(xiang)綜合型(xing)咨(zi)(zi)詢服(fu)務企(qi)業(ye)轉變,為社會(hui)提供全(quan)過程(cheng)(cheng)(cheng)、全(quan)方(fang)位(wei)的項目(mu)管理(li)(li)咨(zi)(zi)詢服(fu)務。

加快(kuai)(kuai)出臺建筑(zhu)(zhu)(zhu)業(ye)(ye)法(fa)(fa)(fa)(fa)律法(fa)(fa)(fa)(fa)規,全(quan)(quan)面修訂完善《合(he)肥(fei)(fei)市(shi)(shi)建筑(zhu)(zhu)(zhu)市(shi)(shi)場(chang)(chang)管理辦(ban)法(fa)(fa)(fa)(fa)》,并力爭上(shang)升為(wei)(wei)地方法(fa)(fa)(fa)(fa)規,修訂完善《關于進一步加快(kuai)(kuai)合(he)肥(fei)(fei)建筑(zhu)(zhu)(zhu)業(ye)(ye)發展(zhan)的(de)意見》及其(qi)產(chan)業(ye)(ye)扶(fu)持政策。修訂完善《合(he)肥(fei)(fei)市(shi)(shi)建筑(zhu)(zhu)(zhu)市(shi)(shi)場(chang)(chang)各(ge)方主體信(xin)用管理辦(ban)法(fa)(fa)(fa)(fa)》,通(tong)過制度(du)來(lai)約束從(cong)業(ye)(ye)人員(yuan)(yuan)的(de)市(shi)(shi)場(chang)(chang)行(xing)為(wei)(wei),逐步提升其(qi)誠信(xin)意識。完善《合(he)肥(fei)(fei)市(shi)(shi)城鄉建設委(wei)員(yuan)(yuan)會行(xing)政執法(fa)(fa)(fa)(fa)投訴(su)舉報制度(du)》、《合(he)肥(fei)(fei)市(shi)(shi)城鄉建設委(wei)員(yuan)(yuan)會行(xing)政執法(fa)(fa)(fa)(fa)全(quan)(quan)過程記錄(lu)制度(du)》、《合(he)肥(fei)(fei)市(shi)(shi)城鄉建設委(wei)員(yuan)(yuan)會重大行(xing)政執法(fa)(fa)(fa)(fa)決定法(fa)(fa)(fa)(fa)制審核制度(du)》等(deng)執法(fa)(fa)(fa)(fa)制度(du),規范行(xing)政執法(fa)(fa)(fa)(fa)人員(yuan)(yuan)行(xing)為(wei)(wei)。建立健全(quan)(quan)建筑(zhu)(zhu)(zhu)業(ye)(ye)數據上(shang)報和公開制度(du),定時發布行(xing)業(ye)(ye)信(xin)息。

二、加強(qiang)企業文化建設

進一(yi)步完善工(gong)程(cheng)(cheng)招(zhao)投標制(zhi)度,制(zhi)定招(zhao)標代理(li)(li)機(ji)構及從業(ye)(ye)(ye)(ye)人員考核(he)管(guan)理(li)(li)辦法,嚴厲打擊低價中(zhong)標、惡意中(zhong)標等(deng)擾亂市場秩序行為。建(jian)立(li)建(jian)設(she)工(gong)程(cheng)(cheng)施工(gong)分(fen)包(bao)管(guan)理(li)(li)制(zhi)度,禁止違法分(fen)包(bao)、轉包(bao),杜絕(jue)層層分(fen)包(bao),建(jian)立(li)健全防止拖(tuo)欠工(gong)程(cheng)(cheng)款和農民工(gong)工(gong)資的(de)長效(xiao)機(ji)制(zhi);加強企(qi)業(ye)(ye)(ye)(ye)資質、項目(mu)施工(gong)及個人注(zhu)冊(ce)資格的(de)動(dong)態監管(guan);加強建(jian)筑合同管(guan)理(li)(li),修訂(ding)出臺工(gong)程(cheng)(cheng)勘察、設(she)計、施工(gong)、監理(li)(li)、工(gong)程(cheng)(cheng)總承包(bao)、項目(mu)管(guan)理(li)(li)服務等(deng)示范(fan)合同范(fan)本,提(ti)升企(qi)業(ye)(ye)(ye)(ye)合同意識。進一(yi)步開(kai)放建(jian)筑業(ye)(ye)(ye)(ye)市場,加大企(qi)業(ye)(ye)(ye)(ye)動(dong)態監管(guan)力度。強化企(qi)業(ye)(ye)(ye)(ye)的(de)現(xian)(xian)場管(guan)理(li)(li)能力、質量安全和技術(shu)水平等(deng)指(zhi)標考核(he)。制(zhi)定全市統一(yi)的(de)數據(ju)統計標準,加強行業(ye)(ye)(ye)(ye)注(zhu)冊(ce)人員、企(qi)業(ye)(ye)(ye)(ye)管(guan)理(li)(li)和工(gong)程(cheng)(cheng)項目(mu)建(jian)設(she)等(deng)三大基礎數據(ju)庫建(jian)設(she),與全省數據(ju)庫互聯互通,實現(xian)(xian)信息共享。

四、加(jia)大行政(zheng)執(zhi)法力度(du)

“十三五”期間,我市(shi)要繼續(xu)保持(chi)高壓態勢。強化事(shi)中、事(shi)后監(jian)管,圍繞重點(dian)專(zhuan)(zhuan)(zhuan)項工(gong)(gong)作,開展地毯式(shi)檢查,對(dui)建(jian)筑行業的安全生產、擾亂(luan)市(shi)場秩序(xu)等(deng)問(wen)題加強監(jian)管力度,進一步落實工(gong)(gong)程(cheng)(cheng)質量終身責(ze)任制,持(chi)續(xu)加大對(dui)建(jian)設領域違法違規行為的查處力度。設立(li)、增加工(gong)(gong)程(cheng)(cheng)質量治(zhi)理(li)和(he)“打非治(zhi)違”投(tou)訴(su)舉報(bao)電話和(he)郵箱,并向(xiang)社會公(gong)布(bu),指派(pai)專(zhuan)(zhuan)(zhuan)人專(zhuan)(zhuan)(zhuan)項督辦投(tou)訴(su)處理(li),將執法監(jian)督和(he)工(gong)(gong)程(cheng)(cheng)治(zhi)理(li)工(gong)(gong)作落到(dao)實處。

五(wu)、完善市場信用體系

積極(ji)運用(yong)財政(zheng)(zheng)(zheng)金融(rong)手段,支持重點工(gong)程(cheng)項(xiang)目(mu),加(jia)(jia)強薄弱環節建(jian)設,推(tui)動(dong)產業轉型(xing)升級;拓寬(kuan)融(rong)資渠道(dao),加(jia)(jia)大融(rong)資力度(du),保(bao)證項(xiang)目(mu)建(jian)設資金;積極(ji)主動(dong)適應(ying)新的(de)“營改增”稅收征管(guan)(guan)制度(du),推(tui)動(dong)企業提升經營管(guan)(guan)理(li)(li)模(mo)式(shi)、完善財務(wu)管(guan)(guan)理(li)(li)制度(du),達到減(jian)(jian)稅減(jian)(jian)負(fu)的(de)目(mu)標;制定激勵措(cuo)施(shi),鼓(gu)勵企業加(jia)(jia)強科技創新。落(luo)實(shi)(shi)各(ge)項(xiang)有利于(yu)發展和改革(ge)的(de)政(zheng)(zheng)(zheng)策,根(gen)據新的(de)形勢和任(ren)務(wu),針(zhen)對(dui)建(jian)設工(gong)程(cheng)各(ge)類保(bao)證金,研究制定建(jian)設工(gong)程(cheng)保(bao)險、擔(dan)保(bao)、保(bao)函(han)等相關替代(dai)政(zheng)(zheng)(zheng)策,切實(shi)(shi)做好(hao)減(jian)(jian)輕企業負(fu)擔(dan)相關工(gong)作(zuo);加(jia)(jia)強各(ge)項(xiang)政(zheng)(zheng)(zheng)策間(jian)的(de)銜接協調,提升政(zheng)(zheng)(zheng)策實(shi)(shi)施(shi)效果。

建立(li)對(dui)規劃(hua)的(de)執行(xing)(xing)中考(kao)核(he)評(ping)估制度(du),規范(fan)評(ping)估主體和評(ping)估程序(xu),將(jiang)(jiang)規劃(hua)實施考(kao)核(he)評(ping)估工作真正納(na)入規范(fan)化(hua)、制度(du)化(hua)軌道。根據形(xing)勢(shi)變(bian)化(hua)和規劃(hua)執行(xing)(xing)情況及進度(du),適時(shi)進行(xing)(xing)必要的(de)修(xiu)訂,避(bi)免(mian)偏離確(que)定(ding)的(de)原則和發展方向,增(zeng)強(qiang)實施規劃(hua)的(de)科(ke)學性和針對(dui)性。強(qiang)化(hua)政策導向,將(jiang)(jiang)規劃(hua)確(que)定(ding)的(de)目標和主要任務(wu)納(na)入各部門和所轄(xia)縣(市、區)綜(zong)合評(ping)價(jia)和績效(xiao)考(kao)核(he)體系,突出對(dui)履行(xing)(xing)服務(wu)職責方面(mian)的(de)綜(zong)合評(ping)價(jia)。
