安徽省人民政府辦公廳關于推進工程建設管理改革 促進建筑業持續健康發展的實施意見

各市、縣人民政府(fu),省政府(fu)各部(bu)門、各直屬(shu)機構:


為貫徹落實(shi)《國(guo)務院辦公(gong)廳關(guan)于促進建(jian)(jian)筑(zhu)(zhu)業持續健康發展的意見(jian)》(國(guo)辦發〔2017〕19號),進一步深化工程建(jian)(jian)設管理改(gai)革,加快發展步伐,推動我省(sheng)(sheng)向建(jian)(jian)筑(zhu)(zhu)業大省(sheng)(sheng)強省(sheng)(sheng)邁進,經省(sheng)(sheng)政(zheng)府同(tong)意,提出以下實(shi)施(shi)意見(jian)。


一(yi)、總體要求


(一)指導思(si)(si)想。深(shen)入貫徹落實黨的(de)十九大精神,以習近平新時代中(zhong)國特色社會主(zhu)義思(si)(si)想為(wei)(wei)指導,以深(shen)化供(gong)給側結構性改革為(wei)(wei)主(zhu)線,強化精品意識,加快改革創(chuang)新,推(tui)進(jin)建(jian)筑業轉型(xing)升級,壯(zhuang)大建(jian)筑業規模,提升質量安全水平,增強核(he)心競(jing)爭力(li)(li),打造“安徽建(jian)造”品牌(pai),建(jian)設建(jian)筑業大省強省,為(wei)(wei)建(jian)設現(xian)代化五大發(fa)展美好安徽提供(gong)有(you)力(li)(li)支撐。


(二)總體目標。到2020年,建(jian)(jian)筑(zhu)業(ye)行政許可、工程建(jian)(jian)設組(zu)織模式、工程建(jian)(jian)造(zao)方式、建(jian)(jian)筑(zhu)勞務用工機制等改革取得重要進展(zhan),監(jian)管體制更加(jia)健全,市場活力明顯(xian)增強,建(jian)(jian)筑(zhu)品質顯(xian)著(zhu)提(ti)升,建(jian)(jian)筑(zhu)業(ye)外向(xiang)度進一步(bu)提(ti)高,全省建(jian)(jian)筑(zhu)業(ye)增加(jia)值達2300億元,年產值超(chao)過100億元的(de)建(jian)(jian)筑(zhu)業(ye)企(qi)業(ye)達12家(jia)、超(chao)過50億元的(de)企(qi)業(ye)達30家(jia),以(yi)作業(ye)為主(zhu)的(de)專業(ye)企(qi)業(ye)蓬勃發展(zhan)。


二、深化簡政(zheng)放權改革(ge)


(三)優化(hua)資(zi)質(zhi)(zhi)(zhi)資(zi)格管理(li)。已取得施工(gong)(gong)(gong)總(zong)承(cheng)(cheng)包(bao)類別中(zhong)任意1項特級(ji)(ji)(ji)(ji)和(he)(he)2項一級(ji)(ji)(ji)(ji)資(zi)質(zhi)(zhi)(zhi)的(de)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye),可(ke)直(zhi)(zhi)接(jie)(jie)申(shen)請(qing)省(sheng)(sheng)(sheng)(sheng)級(ji)(ji)(ji)(ji)權(quan)限(xian)內(nei)的(de)其他專(zhuan)業(ye)(ye)(ye)(ye)承(cheng)(cheng)包(bao)工(gong)(gong)(gong)程一級(ji)(ji)(ji)(ji)和(he)(he)施工(gong)(gong)(gong)總(zong)承(cheng)(cheng)包(bao)二級(ji)(ji)(ji)(ji)資(zi)質(zhi)(zhi)(zhi)。對(dui)裝配(pei)(pei)式建(jian)筑(zhu)(zhu)生產企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye),經考核(he)滿足(zu)生產基本條件、具(ju)有(you)一定(ding)(ding)裝配(pei)(pei)施工(gong)(gong)(gong)能力,其項目經理(li)和(he)(he)技術(shu)負責人(ren)具(ju)有(you)相關(guan)業(ye)(ye)(ye)(ye)績的(de),可(ke)直(zhi)(zhi)接(jie)(jie)申(shen)請(qing)建(jian)筑(zhu)(zhu)工(gong)(gong)(gong)程施工(gong)(gong)(gong)總(zong)承(cheng)(cheng)包(bao)二級(ji)(ji)(ji)(ji)資(zi)質(zhi)(zhi)(zhi)。對(dui)具(ju)有(you)施工(gong)(gong)(gong)總(zong)承(cheng)(cheng)包(bao)一級(ji)(ji)(ji)(ji)及以(yi)上資(zi)質(zhi)(zhi)(zhi)的(de)建(jian)筑(zhu)(zhu)業(ye)(ye)(ye)(ye)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye),可(ke)直(zhi)(zhi)接(jie)(jie)許可(ke)裝飾裝修(xiu)工(gong)(gong)(gong)程專(zhuan)業(ye)(ye)(ye)(ye)承(cheng)(cheng)包(bao)一級(ji)(ji)(ji)(ji)資(zi)質(zhi)(zhi)(zhi)。對(dui)從(cong)事(shi)(shi)境外承(cheng)(cheng)包(bao)工(gong)(gong)(gong)程的(de)建(jian)筑(zhu)(zhu)業(ye)(ye)(ye)(ye)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye),在(zai)申(shen)請(qing)建(jian)筑(zhu)(zhu)、市政、交(jiao)通(tong)、水(shui)利、通(tong)信等施工(gong)(gong)(gong)二級(ji)(ji)(ji)(ji)資(zi)質(zhi)(zhi)(zhi)時,給予政策支(zhi)持。對(dui)具(ju)有(you)相關(guan)專(zhuan)業(ye)(ye)(ye)(ye)技術(shu)能力、信用(yong)良好(hao)、能夠(gou)提供足(zu)額擔(dan)保(bao)的(de)建(jian)筑(zhu)(zhu)業(ye)(ye)(ye)(ye)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye),可(ke)按規定(ding)(ding)承(cheng)(cheng)接(jie)(jie)資(zi)質(zhi)(zhi)(zhi)類別內(nei)上一等級(ji)(ji)(ji)(ji)資(zi)質(zhi)(zhi)(zhi)一定(ding)(ding)范(fan)圍的(de)工(gong)(gong)(gong)程,具(ju)體規定(ding)(ding)由省(sheng)(sheng)(sheng)(sheng)相關(guan)行(xing)業(ye)(ye)(ye)(ye)主管部門制(zhi)定(ding)(ding)。完善注冊執業(ye)(ye)(ye)(ye)資(zi)格考試(shi)辦(ban)法(fa),對(dui)長期從(cong)事(shi)(shi)工(gong)(gong)(gong)程技術(shu)、管理(li)的(de)人(ren)員,可(ke)突(tu)出(chu)實(shi)踐能力和(he)(he)專(zhuan)業(ye)(ye)(ye)(ye)知識考核(he),適當(dang)減免考試(shi)科(ke)目。全面推行(xing)“互聯網+政務(wu)服務(wu)”,依(yi)托大數據,實(shi)行(xing)建(jian)筑(zhu)(zhu)業(ye)(ye)(ye)(ye)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)資(zi)質(zhi)(zhi)(zhi)、人(ren)員執業(ye)(ye)(ye)(ye)資(zi)格注冊“智慧審批”,推進(jin)資(zi)質(zhi)(zhi)(zhi)資(zi)格證書電子化(hua)。加強事(shi)(shi)中(zhong)事(shi)(shi)后監管,強化(hua)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)人(ren)員執業(ye)(ye)(ye)(ye)資(zi)格和(he)(he)項目管理(li),發揮(hui)社會(hui)信用(yong)、工(gong)(gong)(gong)程擔(dan)保(bao)、保(bao)險等市場(chang)機制(zhi)的(de)作(zuo)用(yong)。(牽頭責任單位(wei)(wei):省(sheng)(sheng)(sheng)(sheng)住房城(cheng)鄉(xiang)建(jian)設廳(ting)(ting);配(pei)(pei)合單位(wei)(wei):省(sheng)(sheng)(sheng)(sheng)人(ren)力資(zi)源社會(hui)保(bao)障廳(ting)(ting)、省(sheng)(sheng)(sheng)(sheng)交(jiao)通(tong)運輸廳(ting)(ting)、省(sheng)(sheng)(sheng)(sheng)水(shui)利廳(ting)(ting)、省(sheng)(sheng)(sheng)(sheng)公安(an)廳(ting)(ting)、省(sheng)(sheng)(sheng)(sheng)通(tong)信管理(li)局等)


(四)推行(xing)建(jian)設項(xiang)目(mu)“一站式”服(fu)(fu)務(wu)。整合(he)工(gong)程(cheng)建(jian)設審(shen)批事項(xiang),實(shi)行(xing)“一口(kou)受理、并聯辦(ban)理、證(zheng)書自(zi)助(zhu)打印”,加快實(shi)現(xian)“最多(duo)跑(pao)一次”。推進安徽省(sheng)(sheng)網上(shang)(shang)政(zheng)(zheng)務(wu)服(fu)(fu)務(wu)平臺建(jian)設應用,力爭在2018年上(shang)(shang)半年實(shi)現(xian)工(gong)程(cheng)建(jian)設項(xiang)目(mu)網上(shang)(shang)辦(ban)事全(quan)覆蓋。嚴(yan)格實(shi)行(xing)中介(jie)服(fu)(fu)務(wu)清單制度,建(jian)立健全(quan)市(shi)場有(you)(you)序(xu)競爭、企業(ye)自(zi)主選擇、中介(jie)規范(fan)服(fu)(fu)務(wu)、政(zheng)(zheng)府有(you)(you)效監管的(de)建(jian)設項(xiang)目(mu)行(xing)政(zheng)(zheng)審(shen)批中介(jie)服(fu)(fu)務(wu)體系。(牽頭責任單位(wei):省(sheng)(sheng)發展改革(ge)委、省(sheng)(sheng)住房(fang)城鄉建(jian)設廳(ting)、省(sheng)(sheng)編辦(ban)、省(sheng)(sheng)政(zheng)(zheng)務(wu)服(fu)(fu)務(wu)中心按(an)職責分工(gong)分別負責;配(pei)合(he)單位(wei):省(sheng)(sheng)國土資源(yuan)廳(ting)、省(sheng)(sheng)環保廳(ting)、省(sheng)(sheng)法制辦(ban)、省(sheng)(sheng)工(gong)商局(ju)等)


(五)完(wan)善招(zhao)(zhao)(zhao)標(biao)(biao)(biao)(biao)投(tou)(tou)標(biao)(biao)(biao)(biao)制度。將(jiang)依法必須招(zhao)(zhao)(zhao)標(biao)(biao)(biao)(biao)的(de)(de)(de)工(gong)(gong)程(cheng)(cheng)(cheng)建(jian)(jian)(jian)設(she)(she)項目(mu)納入統一的(de)(de)(de)公共(gong)資(zi)源(yuan)交易(yi)平(ping)臺,依法公開工(gong)(gong)程(cheng)(cheng)(cheng)建(jian)(jian)(jian)設(she)(she)項目(mu)招(zhao)(zhao)(zhao)標(biao)(biao)(biao)(biao)事項的(de)(de)(de)審批(核準)信(xin)(xin)息(xi)、招(zhao)(zhao)(zhao)標(biao)(biao)(biao)(biao)投(tou)(tou)標(biao)(biao)(biao)(biao)過(guo)程(cheng)(cheng)(cheng)信(xin)(xin)息(xi)、履約及其(qi)變(bian)(bian)更信(xin)(xin)息(xi)等(deng),主動接受社會監督(du)。推進“互(hu)聯網+工(gong)(gong)程(cheng)(cheng)(cheng)建(jian)(jian)(jian)設(she)(she)項目(mu)招(zhao)(zhao)(zhao)投(tou)(tou)標(biao)(biao)(biao)(biao)”,實現(xian)對(dui)(dui)市(shi)場交易(yi)主體(ti)和(he)投(tou)(tou)標(biao)(biao)(biao)(biao)等(deng)信(xin)(xin)息(xi)共(gong)享(xiang),強化(hua)對(dui)(dui)招(zhao)(zhao)(zhao)標(biao)(biao)(biao)(biao)投(tou)(tou)標(biao)(biao)(biao)(biao)行為(wei)、評標(biao)(biao)(biao)(biao)行為(wei)和(he)標(biao)(biao)(biao)(biao)后的(de)(de)(de)在(zai)線(xian)監管。加快實現(xian)電子化(hua)招(zhao)(zhao)(zhao)投(tou)(tou)標(biao)(biao)(biao)(biao),推行網上異地評標(biao)(biao)(biao)(biao)。對(dui)(dui)依照《中華(hua)人民共(gong)和(he)國政府采(cai)購(gou)(gou)法》通(tong)過(guo)競爭性(xing)談(tan)判或單(dan)(dan)一來源(yuan)方式確(que)定(ding)供應商的(de)(de)(de)政府采(cai)購(gou)(gou)工(gong)(gong)程(cheng)(cheng)(cheng)建(jian)(jian)(jian)設(she)(she)項目(mu),符合相應條(tiao)件的(de)(de)(de),應當核發(fa)施工(gong)(gong)許(xu)可證。民間投(tou)(tou)資(zi)的(de)(de)(de)房屋建(jian)(jian)(jian)筑工(gong)(gong)程(cheng)(cheng)(cheng),允許(xu)建(jian)(jian)(jian)設(she)(she)單(dan)(dan)位(wei)自主確(que)定(ding)發(fa)包方式。在(zai)基(ji)礎設(she)(she)施建(jian)(jian)(jian)設(she)(she)領域,支持對(dui)(dui)地方就業(ye)和(he)經濟(ji)發(fa)展(zhan)貢(gong)獻大、具有良好信(xin)(xin)用、能(neng)夠提供足額擔保(bao),且專(zhuan)業(ye)技術(shu)人員具有相關工(gong)(gong)程(cheng)(cheng)(cheng)業(ye)績的(de)(de)(de)企業(ye)參與相應項目(mu)建(jian)(jian)(jian)設(she)(she)。改革以(yi)價(jia)(jia)格為(wei)決(jue)定(ding)因素的(de)(de)(de)招(zhao)(zhao)(zhao)標(biao)(biao)(biao)(biao)和(he)采(cai)購(gou)(gou)管理模式,實施技術(shu)、質量、服務、品牌、價(jia)(jia)格、信(xin)(xin)用等(deng)多種因素的(de)(de)(de)綜合評價(jia)(jia),實現(xian)由(you)“拼價(jia)(jia)格”向“拼質量”轉變(bian)(bian)。提倡“優(you)質優(you)價(jia)(jia)、優(you)質優(you)先”,建(jian)(jian)(jian)設(she)(she)單(dan)(dan)位(wei)可在(zai)招(zhao)(zhao)(zhao)標(biao)(biao)(biao)(biao)文件和(he)工(gong)(gong)程(cheng)(cheng)(cheng)合同中約定(ding)優(you)質優(you)價(jia)(jia)獎勵條(tiao)款。(牽頭責任單(dan)(dan)位(wei):省(sheng)(sheng)(sheng)發(fa)展(zhan)改革委、省(sheng)(sheng)(sheng)住房城鄉建(jian)(jian)(jian)設(she)(she)廳(ting)(ting);配合單(dan)(dan)位(wei):省(sheng)(sheng)(sheng)交通(tong)運輸廳(ting)(ting)、省(sheng)(sheng)(sheng)水利廳(ting)(ting)、省(sheng)(sheng)(sheng)公安廳(ting)(ting)、省(sheng)(sheng)(sheng)通(tong)信(xin)(xin)管理局等(deng))


三(san)、完善工程建設組織模式


(六)加快推行(xing)(xing)工(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)總(zong)(zong)(zong)承包(bao)(bao)。政(zheng)府投資項(xiang)目(mu)應帶頭推行(xing)(xing)工(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)總(zong)(zong)(zong)承包(bao)(bao),省(sheng)(sheng)相關行(xing)(xing)業(ye)(ye)(ye)主管(guan)部門負責制(zhi)定(ding)具(ju)體實(shi)施辦法。裝配式(shi)(shi)建(jian)筑原(yuan)則上采用工(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)總(zong)(zong)(zong)承包(bao)(bao)模式(shi)(shi),鼓勵和(he)支持社會投資項(xiang)目(mu)采用工(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)總(zong)(zong)(zong)承包(bao)(bao)模式(shi)(shi)。建(jian)設單位可(ke)以(yi)(yi)在項(xiang)目(mu)可(ke)行(xing)(xing)性研究、方(fang)案設計或初(chu)步設計完成后,以(yi)(yi)工(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)估算(或工(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)概算)為(wei)經濟控制(zhi)指標,以(yi)(yi)限(xian)額設計為(wei)控制(zhi)手段,組(zu)織(zhi)開展工(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)總(zong)(zong)(zong)承包(bao)(bao)招(zhao)標工(gong)(gong)(gong)(gong)作。除以(yi)(yi)暫估價形式(shi)(shi)包(bao)(bao)括(kuo)在工(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)總(zong)(zong)(zong)承包(bao)(bao)范圍(wei)內且依法必(bi)須進行(xing)(xing)招(zhao)標的項(xiang)目(mu)外,工(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)總(zong)(zong)(zong)承包(bao)(bao)企業(ye)(ye)(ye)可(ke)以(yi)(yi)直(zhi)接發包(bao)(bao)總(zong)(zong)(zong)承包(bao)(bao)合同中涵蓋的其(qi)他專業(ye)(ye)(ye)業(ye)(ye)(ye)務。依法必(bi)須招(zhao)標的項(xiang)目(mu)涉及(ji)施工(gong)(gong)(gong)(gong)質(zhi)量的結構材(cai)(cai)料及(ji)重要的功(gong)能性材(cai)(cai)料、設備,由總(zong)(zong)(zong)承包(bao)(bao)企業(ye)(ye)(ye)采購,建(jian)設單位不得指定(ding)生產廠、供應商(shang)。加強示范引領,以(yi)(yi)市(shi)場化的方(fang)式(shi)(shi),培育一(yi)批工(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)總(zong)(zong)(zong)承包(bao)(bao)骨(gu)干企業(ye)(ye)(ye),提高工(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)總(zong)(zong)(zong)承包(bao)(bao)的供給質(zhi)量和(he)能力(li)。加快修訂完善與(yu)工(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)總(zong)(zong)(zong)承包(bao)(bao)相關的招(zhao)標投標、質(zhi)量安全報監、施工(gong)(gong)(gong)(gong)許可(ke)、竣工(gong)(gong)(gong)(gong)驗收備案等管(guan)理制(zhi)度。(牽(qian)頭責任單位:省(sheng)(sheng)住(zhu)房城鄉(xiang)建(jian)設廳(ting)(ting)(ting);配合單位:省(sheng)(sheng)發展改革委、省(sheng)(sheng)交通運輸廳(ting)(ting)(ting)、省(sheng)(sheng)水利廳(ting)(ting)(ting)、省(sheng)(sheng)財政(zheng)廳(ting)(ting)(ting)、省(sheng)(sheng)審計廳(ting)(ting)(ting)、省(sheng)(sheng)公安廳(ting)(ting)(ting)、省(sheng)(sheng)通信(xin)管(guan)理局等)


(七)積(ji)極推(tui)進全(quan)過(guo)程(cheng)(cheng)(cheng)工(gong)程(cheng)(cheng)(cheng)咨(zi)(zi)詢(xun)(xun)(xun)。政府(fu)投(tou)資工(gong)程(cheng)(cheng)(cheng)應(ying)帶(dai)頭推(tui)行(xing)(xing)全(quan)過(guo)程(cheng)(cheng)(cheng)工(gong)程(cheng)(cheng)(cheng)咨(zi)(zi)詢(xun)(xun)(xun),省(sheng)(sheng)(sheng)(sheng)相關(guan)部門負責(ze)制(zhi)定具體(ti)實施辦法,支持非(fei)政府(fu)投(tou)資工(gong)程(cheng)(cheng)(cheng)委托(tuo)全(quan)過(guo)程(cheng)(cheng)(cheng)工(gong)程(cheng)(cheng)(cheng)咨(zi)(zi)詢(xun)(xun)(xun)服(fu)務。鼓勵投(tou)資咨(zi)(zi)詢(xun)(xun)(xun)、勘察設(she)計、工(gong)程(cheng)(cheng)(cheng)監(jian)理、造價咨(zi)(zi)詢(xun)(xun)(xun)等(deng)企業(ye)(ye)通過(guo)聯(lian)合經營、并購重(zhong)組等(deng)方式,加快推(tui)進全(quan)過(guo)程(cheng)(cheng)(cheng)工(gong)程(cheng)(cheng)(cheng)咨(zi)(zi)詢(xun)(xun)(xun),培(pei)育一(yi)批高水平的(de)(de)全(quan)過(guo)程(cheng)(cheng)(cheng)工(gong)程(cheng)(cheng)(cheng)咨(zi)(zi)詢(xun)(xun)(xun)企業(ye)(ye)。全(quan)過(guo)程(cheng)(cheng)(cheng)工(gong)程(cheng)(cheng)(cheng)咨(zi)(zi)詢(xun)(xun)(xun)企業(ye)(ye)或聯(lian)合體(ti)應(ying)具備(bei)工(gong)程(cheng)(cheng)(cheng)設(she)計或工(gong)程(cheng)(cheng)(cheng)監(jian)理相應(ying)的(de)(de)資質,同時還(huan)應(ying)具備(bei)相應(ying)執業(ye)(ye)資格、能力的(de)(de)專(zhuan)業(ye)(ye)技(ji)術人(ren)員(yuan)和管(guan)理人(ren)員(yuan)。根(gen)據行(xing)(xing)業(ye)(ye)特點,制(zhi)定全(quan)過(guo)程(cheng)(cheng)(cheng)工(gong)程(cheng)(cheng)(cheng)咨(zi)(zi)詢(xun)(xun)(xun)服(fu)務技(ji)術標(biao)準和合同范本。在民用建(jian)筑項目中,試行(xing)(xing)建(jian)筑師(shi)主導的(de)(de)全(quan)過(guo)程(cheng)(cheng)(cheng)工(gong)程(cheng)(cheng)(cheng)咨(zi)(zi)詢(xun)(xun)(xun)服(fu)務。(牽頭責(ze)任單位:省(sheng)(sheng)(sheng)(sheng)住房(fang)城鄉建(jian)設(she)廳(ting)(ting)(ting)、省(sheng)(sheng)(sheng)(sheng)發展改(gai)革委;配合單位:省(sheng)(sheng)(sheng)(sheng)交通運(yun)輸廳(ting)(ting)(ting)、省(sheng)(sheng)(sheng)(sheng)水利廳(ting)(ting)(ting)、省(sheng)(sheng)(sheng)(sheng)財政廳(ting)(ting)(ting)、省(sheng)(sheng)(sheng)(sheng)審(shen)計廳(ting)(ting)(ting)、省(sheng)(sheng)(sheng)(sheng)公安廳(ting)(ting)(ting)、省(sheng)(sheng)(sheng)(sheng)工(gong)商局、省(sheng)(sheng)(sheng)(sheng)通信管(guan)理局等(deng))

(十六(liu))加強(qiang)履(lv)約(yue)(yue)管理(li)(li)。有效發揮履(lv)約(yue)(yue)擔(dan)(dan)保(bao)(bao)(bao)作(zuo)用,推(tui)行承(cheng)包企業以銀行保(bao)(bao)(bao)函或擔(dan)(dan)保(bao)(bao)(bao)公(gong)司保(bao)(bao)(bao)函的形式向建(jian)設(she)單位提供履(lv)約(yue)(yue)擔(dan)(dan)保(bao)(bao)(bao)。對(dui)(dui)建(jian)筑(zhu)工(gong)(gong)程項目,建(jian)設(she)單位凡要求承(cheng)包企業提供履(lv)約(yue)(yue)擔(dan)(dan)保(bao)(bao)(bao)的,應(ying)對(dui)(dui)等提供工(gong)(gong)程款支付擔(dan)(dan)保(bao)(bao)(bao),否則(ze)視為建(jian)設(she)資金未落實,不予(yu)辦理(li)(li)施(shi)(shi)工(gong)(gong)許可證(zheng)。加強(qiang)合(he)(he)同備案管理(li)(li),指導依法簽約(yue)(yue),規范合(he)(he)同行為,監督合(he)(he)同雙方履(lv)行招投標文(wen)件承(cheng)諾(nuo)和(he)合(he)(he)同約(yue)(yue)定。對(dui)(dui)履(lv)約(yue)(yue)情況較差的建(jian)設(she)單位和(he)施(shi)(shi)工(gong)(gong)企業,依法依規采取(qu)通(tong)報批評、記不良行為記錄等措施(shi)(shi),并將其納入重點監管對(dui)(dui)象。(牽(qian)頭責任(ren)單位:省(sheng)住(zhu)房城鄉建(jian)設(she)廳;配合(he)(he)單位:省(sheng)交通(tong)運輸廳、省(sheng)水利廳、省(sheng)公(gong)安廳、省(sheng)財政(zheng)廳、省(sheng)通(tong)信管理(li)(li)局(ju)等)

(二十六)加大扶(fu)持力(li)度。對(dui)企(qi)(qi)業(ye)承(cheng)攬境外(wai)(wai)(wai)工程(cheng)前(qian)期費用、項目履約保函(han)(han)和預(yu)付(fu)款保函(han)(han)等(deng)(deng)所發(fa)生的(de)手續費,按規定給(gei)予補助。對(dui)從(cong)境內銀(yin)行取(qu)得用于境外(wai)(wai)(wai)合(he)同承(cheng)包工程(cheng)項目建(jian)(jian)(jian)設及運(yun)營(ying)貸款的(de)企(qi)(qi)業(ye),按規定給(gei)予一(yi)定貼息(xi)。積極支持建(jian)(jian)(jian)筑(zhu)(zhu)業(ye)企(qi)(qi)業(ye)申報國家對(dui)外(wai)(wai)(wai)承(cheng)包工程(cheng)保函(han)(han)風險(xian)專(zhuan)項資金(jin)。鼓(gu)勵金(jin)融機構實施(shi)差別化(hua)信(xin)貸政(zheng)策,對(dui)實力(li)強、信(xin)用好(hao)的(de)建(jian)(jian)(jian)筑(zhu)(zhu)業(ye)企(qi)(qi)業(ye)境外(wai)(wai)(wai)承(cheng)包工程(cheng)項目,提供人民幣中長期貸款和外(wai)(wai)(wai)匯周轉(zhuan)貸款支持。幫助企(qi)(qi)業(ye)充分利用國家和省(sheng)支持外(wai)(wai)(wai)經(jing)貿(mao)發(fa)展(zhan)的(de)相關資金(jin)、政(zheng)府引導基金(jin)、中非發(fa)展(zhan)基金(jin)、絲路基金(jin)等(deng)(deng)相關政(zheng)策,爭(zheng)取(qu)投(tou)融資支持。加快(kuai)建(jian)(jian)(jian)立建(jian)(jian)(jian)筑(zhu)(zhu)業(ye)企(qi)(qi)業(ye)“走出去(qu)”協(xie)調(diao)保障(zhang)機制,積極探索(suo)政(zheng)企(qi)(qi)共(gong)建(jian)(jian)(jian)新模式,為企(qi)(qi)業(ye)“走出去(qu)”提供政(zheng)策指(zhi)導、項目咨詢、風險(xian)提示、投(tou)資信(xin)息(xi)、法(fa)律援助等(deng)(deng)服務。(牽頭(tou)責任單位:省(sheng)商務廳(ting)(ting)(ting);配合(he)單位:省(sheng)住房城鄉建(jian)(jian)(jian)設廳(ting)(ting)(ting)、省(sheng)發(fa)展(zhan)改革委、省(sheng)財(cai)政(zheng)廳(ting)(ting)(ting)、省(sheng)人力(li)資源社會保障(zhang)廳(ting)(ting)(ting)、省(sheng)交通(tong)運(yun)輸廳(ting)(ting)(ting)、省(sheng)水利廳(ting)(ting)(ting)、省(sheng)政(zheng)府金(jin)融辦、安徽(hui)銀(yin)監局、省(sheng)通(tong)信(xin)管(guan)理局等(deng)(deng))


十、保(bao)障措施


(二十七(qi))建(jian)(jian)(jian)立協(xie)(xie)調聯動機制(zhi)。建(jian)(jian)(jian)立以省(sheng)(sheng)政(zheng)(zheng)府分管領導為召集人,省(sheng)(sheng)住房城鄉建(jian)(jian)(jian)設(she)、發(fa)展改革、財(cai)政(zheng)(zheng)、機構編制(zhi)、人力(li)資(zi)源(yuan)社會保障、交(jiao)通(tong)、水利、商務、審(shen)計(ji)、國資(zi)、統(tong)計(ji)、稅務、金融、質監、安全(quan)監管等部門為成員的聯席(xi)(xi)會議(yi)制(zhi)度,負(fu)責研究建(jian)(jian)(jian)筑(zhu)業(ye)發(fa)展重大問題,統(tong)籌協(xie)(xie)調工程建(jian)(jian)(jian)設(she)管理改革、加快建(jian)(jian)(jian)筑(zhu)業(ye)發(fa)展的相關工作(zuo)。聯席(xi)(xi)會議(yi)辦公室主(zhu)任(ren)由省(sheng)(sheng)住房城鄉建(jian)(jian)(jian)設(she)廳主(zhu)要負(fu)責同志(zhi)擔任(ren)。各市、縣(xian)人民政(zheng)(zheng)府要結合本地實際,建(jian)(jian)(jian)立相應的協(xie)(xie)調推進機制(zhi),完善配(pei)套政(zheng)(zheng)策,做好綜合服務,形成推動建(jian)(jian)(jian)筑(zhu)業(ye)發(fa)展的強大合力(li)。(牽頭責任(ren)單位:省(sheng)(sheng)住房城鄉建(jian)(jian)(jian)設(she)廳;配(pei)合單位:聯席(xi)(xi)會議(yi)各成員單位等)


(二十八(ba))拓寬建筑業(ye)(ye)(ye)企(qi)業(ye)(ye)(ye)融資(zi)(zi)渠道(dao)。支(zhi)持(chi)銀(yin)行(xing)、保(bao)險和(he)融資(zi)(zi)性擔(dan)保(bao)機構開發(fa)適合(he)工(gong)程(cheng)建設特點(dian)的產品,開展應收賬(zhang)款(kuan)、股權(quan)、商標權(quan)、專(zhuan)利權(quan)等質(zhi)押(ya)貸款(kuan)、守合(he)同(tong)重信(xin)用(yong)(yong)企(qi)業(ye)(ye)(ye)增信(xin)融資(zi)(zi)和(he)信(xin)用(yong)(yong)保(bao)險業(ye)(ye)(ye)務,允許(xu)建筑業(ye)(ye)(ye)企(qi)業(ye)(ye)(ye)以建筑材料、工(gong)程(cheng)設備、在建工(gong)程(cheng)等作為(wei)抵押(ya)進行(xing)反擔(dan)保(bao)。鼓勵(li)政(zheng)策性融資(zi)(zi)擔(dan)保(bao)機構為(wei)信(xin)用(yong)(yong)良(liang)好的建筑業(ye)(ye)(ye)企(qi)業(ye)(ye)(ye)提供銀(yin)行(xing)貸款(kuan)擔(dan)保(bao)。積極(ji)推進建筑業(ye)(ye)(ye)企(qi)業(ye)(ye)(ye)上市(掛牌),對擬上市企(qi)業(ye)(ye)(ye)的計(ji)劃投資(zi)(zi)項目,依照(zhao)有關規定,在項目核準、土(tu)地出讓(rang)和(he)使(shi)用(yong)(yong)等方面給予支(zhi)持(chi)。(牽頭責任單位(wei):省政(zheng)府金融辦(ban);配合(he)單位(wei):省住房城鄉建設廳、省交通運輸廳、省水利廳、省國(guo)土(tu)資(zi)(zi)源廳、安徽銀(yin)監(jian)局(ju)、安徽保(bao)監(jian)局(ju)、安徽證監(jian)局(ju)、省通信(xin)管理局(ju)等)


(二十九)加強建筑(zhu)業(ye)(ye)企(qi)業(ye)(ye)正向激勵。建筑(zhu)業(ye)(ye)企(qi)業(ye)(ye)晉升特(te)級資(zi)質(zhi)、勘察設計企(qi)業(ye)(ye)晉升綜合資(zi)質(zhi),獲得(de)國家(jia)發(fa)明專利、標準、工(gong)法,在境外(wai)承包重大工(gong)程,以(yi)及在國內外(wai)資(zi)本市場成(cheng)功上(shang)市的,省政(zheng)府及相關市、縣政(zheng)府根據規定(ding)給(gei)予獎勵,并列(lie)入全省建筑(zhu)業(ye)(ye)企(qi)業(ye)(ye)守信紅(hong)名單。對符合條件的建筑(zhu)業(ye)(ye)企(qi)業(ye)(ye)和(he)項目(mu),按規定(ding)通過(guo)產(chan)業(ye)(ye)發(fa)展、科技創新與成(cheng)果轉化、外(wai)經外(wai)貿、節能減排、人才(cai)引(yin)進與培訓(xun)等(deng)專項資(zi)金予以(yi)支持(chi)。(牽頭責(ze)任(ren)單位:省有關部門(men)按職責(ze)分工(gong)分別負(fu)責(ze))


(三十(shi))開展(zhan)績(ji)效(xiao)考核。省(sheng)(sheng)政府(fu)將建(jian)筑(zhu)業(ye)發展(zhan)納入對各市(shi)、縣(xian)(xian)人(ren)(ren)(ren)民政府(fu)的年(nian)度目標(biao)管理績(ji)效(xiao)考核。省(sheng)(sheng)住(zhu)房城鄉(xiang)(xiang)建(jian)設(she)、統(tong)計部門要完(wan)善建(jian)筑(zhu)業(ye)指標(biao)評(ping)價體系,定(ding)期通(tong)報各地建(jian)筑(zhu)業(ye)改(gai)革(ge)發展(zhan)情況。各市(shi)、縣(xian)(xian)人(ren)(ren)(ren)民政府(fu)要將發展(zhan)建(jian)筑(zhu)業(ye)納入經濟發展(zhan)規劃和年(nian)度工(gong)作目標(biao),制定(ding)落實扶持建(jian)筑(zhu)業(ye)發展(zhan)的具體政策措施,并加(jia)強考核。(牽(qian)頭(tou)責任(ren)單(dan)位(wei):省(sheng)(sheng)住(zhu)房城鄉(xiang)(xiang)建(jian)設(she)廳(ting)(ting)(ting);配合單(dan)位(wei):省(sheng)(sheng)人(ren)(ren)(ren)力資源社會保障廳(ting)(ting)(ting)、省(sheng)(sheng)交通(tong)運輸廳(ting)(ting)(ting)、省(sheng)(sheng)水(shui)利廳(ting)(ting)(ting)、省(sheng)(sheng)統(tong)計局、省(sheng)(sheng)通(tong)信管理局等)
