2016年(nian),建(jian)(jian)(jian)筑(zhu)(zhu)市(shi)場(chang)(chang)監管工(gong)作思路是:認真(zhen)貫(guan)徹中央、省(sheng)經濟工(gong)作會(hui)議和(he)城(cheng)市(shi)工(gong)作會(hui)議精(jing)神,全面(mian)落(luo)實(shi)全國(guo)、全省(sheng)住房(fang)城(cheng)鄉建(jian)(jian)(jian)設(she)工(gong)作會(hui)議工(gong)作部署(shu),以(yi)促進建(jian)(jian)(jian)筑(zhu)(zhu)業(ye)(ye)創新發(fa)展(zhan)、綠(lv)色(se)發(fa)展(zhan)、開放發(fa)展(zhan)為(wei)(wei)理念,以(yi)全國(guo)建(jian)(jian)(jian)筑(zhu)(zhu)市(shi)場(chang)(chang)監管綜合(he)改革試點為(wei)(wei)契機,以(yi)加快誠信體系建(jian)(jian)(jian)設(she)、深化建(jian)(jian)(jian)筑(zhu)(zhu)行業(ye)(ye)改革、促進企業(ye)(ye)轉型(xing)發(fa)展(zhan)、加強建(jian)(jian)(jian)筑(zhu)(zhu)市(shi)場(chang)(chang)監管為(wei)(wei)重點,積極應對建(jian)(jian)(jian)筑(zhu)(zhu)業(ye)(ye)增速放緩(huan)、利潤下降的新常態,增強建(jian)(jian)(jian)筑(zhu)(zhu)業(ye)(ye)市(shi)場(chang)(chang)發(fa)展(zhan)活力,力爭建(jian)(jian)(jian)筑(zhu)(zhu)業(ye)(ye)大省(sheng)建(jian)(jian)(jian)設(she)取得新突(tu)破(po),穩(wen)固建(jian)(jian)(jian)筑(zhu)(zhu)業(ye)(ye)支柱(zhu)產(chan)業(ye)(ye)、富民產(chan)業(ye)(ye)地(di)位。重點做好四個(ge)方面(mian)工(gong)作:

一、加快誠信體(ti)系(xi)建設

(一(yi))全面開展建筑市(shi)場(chang)信(xin)(xin)用(yong)評價(jia)。進一(yi)步完善建筑市(shi)場(chang)信(xin)(xin)用(yong)管(guan)理辦法,在開展建筑施工(gong)企業信(xin)(xin)用(yong)評價(jia)的基礎上,全面推(tui)進工(gong)程監理企業和從業人(ren)員信(xin)(xin)用(yong)評價(jia),營造(zao)守信(xin)(xin)激勵、失信(xin)(xin)懲戒的建筑市(shi)場(chang)信(xin)(xin)用(yong)環境。建立建筑市(shi)場(chang)信(xin)(xin)用(yong)信(xin)(xin)息(xi)公開制度,推(tui)進建筑市(shi)場(chang)信(xin)(xin)用(yong)信(xin)(xin)息(xi)公開。

(二)增強(qiang)信用管(guan)(guan)理(li)平(ping)臺功(gong)能。拓(tuo)展平(ping)臺資質審(shen)批事中事后監(jian)管(guan)(guan)、行業(ye)統計分(fen)析、在(zai)線服務(wu)等綜合性功(gong)能,提高建(jian)筑市場監(jian)管(guan)(guan)信息化(hua)水平(ping),逐步實現系統實時動態監(jian)管(guan)(guan)。加強(qiang)系統數(shu)據(ju)與工商行政管(guan)(guan)理(li)、人力(li)資源和社會保障、稅務(wu)等部(bu)門對接,實現數(shu)據(ju)信息共享、互聯互通。

(三(san))擴大(da)信(xin)(xin)用(yong)評定(ding)(ding)結果(guo)應用(yong)范(fan)圍(wei)。總結推廣施工(gong)企業(ye)信(xin)(xin)用(yong)評定(ding)(ding)結果(guo)納入(ru)工(gong)程項目招標(biao)(biao)投(tou)標(biao)(biao)試點成果(guo),指導各地結合實際(ji),將信(xin)(xin)用(yong)評價納入(ru)建筑工(gong)程招投(tou)標(biao)(biao)。對誠信(xin)(xin)企業(ye),在(zai)資質(zhi)資格審批、動態監管、市場準入(ru)及工(gong)程招投(tou)標(biao)(biao)、評先評優等方面實行(xing)差別化(hua)管理,讓今天的行(xing)為決(jue)定(ding)(ding)明天的市場。

二(er)、深化建筑(zhu)行業改革

(四)深(shen)化(hua)(hua)建筑企(qi)業資(zi)(zi)(zi)質(zhi)審(shen)(shen)批(pi)改革。簡政放權、放管(guan)結合、優(you)化(hua)(hua)服務,實(shi)(shi)行建筑業企(qi)業資(zi)(zi)(zi)質(zhi)電子化(hua)(hua)審(shen)(shen)批(pi),優(you)化(hua)(hua)審(shen)(shen)批(pi)流程,減(jian)少申報材料,實(shi)(shi)現建筑企(qi)業資(zi)(zi)(zi)質(zhi)審(shen)(shen)批(pi)標準(zhun)化(hua)(hua)、信息化(hua)(hua),提高審(shen)(shen)批(pi)效(xiao)率。弱(ruo)化(hua)(hua)建筑業企(qi)業資(zi)(zi)(zi)質(zhi)在(zai)建筑市場準(zhun)入中的作用,強化(hua)(hua)工程項目部及個人執業資(zi)(zi)(zi)格地位(wei),探索從(cong)資(zi)(zi)(zi)質(zhi)管(guan)理向信用加擔保、保險(xian)管(guan)理轉變。開展取(qu)消(xiao)建筑勞(lao)務企(qi)業資(zi)(zi)(zi)質(zhi)改革試點。

(五)加強(qiang)國(guo)(guo)有(you)投(tou)資(zi)(zi)建(jian)筑工(gong)(gong)程(cheng)項(xiang)目(mu)監管(guan)。鞏固國(guo)(guo)有(you)資(zi)(zi)金(jin)投(tou)資(zi)(zi)建(jian)筑工(gong)(gong)程(cheng)項(xiang)目(mu)專項(xiang)治理成果,制訂《加強(qiang)國(guo)(guo)有(you)資(zi)(zi)金(jin)投(tou)資(zi)(zi)建(jian)筑工(gong)(gong)程(cheng)項(xiang)目(mu)監管(guan)的意見》。做好《安徽省(sheng)建(jian)筑工(gong)(gong)程(cheng)招(zhao)標投(tou)標管(guan)理辦法》(省(sheng)政府第111號令)等政策法規修訂工(gong)(gong)作,建(jian)立國(guo)(guo)有(you)資(zi)(zi)金(jin)投(tou)資(zi)(zi)建(jian)筑工(gong)(gong)程(cheng)項(xiang)目(mu)招(zhao)投(tou)標全過程(cheng)信息公開制度。

(六)探索減(jian)輕(qing)企(qi)(qi)業(ye)負擔機制(zhi)。改(gai)革傳統建筑(zhu)業(ye)保(bao)(bao)證(zheng)(zheng)金現金支付方式,推(tui)行建筑(zhu)工(gong)程施工(gong)合同履約保(bao)(bao)證(zheng)(zheng)保(bao)(bao)險等擔保(bao)(bao)制(zhi)度。依(yi)法清理建筑(zhu)業(ye)涉(she)企(qi)(qi)各類保(bao)(bao)證(zheng)(zheng)金,嚴(yan)格涉(she)企(qi)(qi)收費(fei)清單(dan)制(zhi)度,切實減(jian)輕(qing)建筑(zhu)企(qi)(qi)業(ye)負擔。推(tui)動建立我(wo)省(sheng)統一開放(fang)的建筑(zhu)市(shi)場,營造公平競爭(zheng)市(shi)場環(huan)境。

三、加強建筑市場監(jian)管(guan)

(七(qi))健(jian)全建(jian)(jian)筑(zhu)(zhu)市場(chang)(chang)(chang)監(jian)管機(ji)制(zhi)(zhi)。建(jian)(jian)立建(jian)(jian)筑(zhu)(zhu)市場(chang)(chang)(chang)監(jian)督檢查(cha)“雙隨機(ji)”機(ji)制(zhi)(zhi),加(jia)強資質(zhi)審批(pi)事(shi)中事(shi)后監(jian)管,提高建(jian)(jian)筑(zhu)(zhu)市場(chang)(chang)(chang)監(jian)管質(zhi)量和效率。規范建(jian)(jian)筑(zhu)(zhu)工(gong)程(cheng)施(shi)工(gong)許可(ke)證(zheng)網上審查(cha)和核發程(cheng)序,實行建(jian)(jian)筑(zhu)(zhu)施(shi)工(gong)現場(chang)(chang)(chang)關(guan)鍵崗(gang)位(wei)人員(yuan)實名(ming)制(zhi)(zhi)和到崗(gang)履職考勤制(zhi)(zhi)度。強化建(jian)(jian)筑(zhu)(zhu)市場(chang)(chang)(chang)與施(shi)工(gong)現場(chang)(chang)(chang)兩場(chang)(chang)(chang)聯動,建(jian)(jian)立健(jian)全市場(chang)(chang)(chang)準入(ru)、清出(chu)機(ji)制(zhi)(zhi)。

(八)繼續推進(jin)工程質(zhi)量(liang)治理兩年行動。認真貫徹工程質(zhi)量(liang)治理兩年行動實(shi)施(shi)方案(an),打擊建筑施(shi)工轉包(bao)和違法分包(bao)等行為。加大曝光力度,通(tong)報一批(pi)違法發(fa)包(bao)、轉包(bao)、違法分包(bao)及掛(gua)靠(kao)典型案(an)例。做好兩年行動總結工作,研究建立長效(xiao)機制,努力形成(cheng)不能違法違規、不想違法違規局面。

(九)深入開展建(jian)筑(zhu)市(shi)場調研。集(ji)中(zhong)精力調研我(wo)省(sheng)建(jian)筑(zhu)業(ye)在新(xin)常態下發展面(mian)臨的困(kun)難,梳理(li)亟待(dai)解(jie)決的問題,貫徹全國建(jian)筑(zhu)業(ye)發展會議精神,制(zhi)定我(wo)省(sheng)建(jian)筑(zhu)業(ye)改革發展配套(tao)政(zheng)策和措施。出臺安(an)徽省(sheng)建(jian)筑(zhu)業(ye) “十(shi)三五”發展規劃(hua),做好《安(an)徽省(sheng)建(jian)筑(zhu)市(shi)場管理(li)條例(li)》等法規修(xiu)訂準備工作。

四、促進企業轉(zhuan)型升級

(十(shi))提高建(jian)筑(zhu)產(chan)業(ye)(ye)(ye)集中度。指導建(jian)筑(zhu)業(ye)(ye)(ye)企(qi)業(ye)(ye)(ye)調(diao)結構轉方式促(cu)升級,打造一批具有知(zhi)名品牌、核心競爭力的骨干企(qi)業(ye)(ye)(ye)。制定(ding)特級建(jian)筑(zhu)企(qi)業(ye)(ye)(ye)和成長型(xing)企(qi)業(ye)(ye)(ye)培育計劃,加大高等級企(qi)業(ye)(ye)(ye)培育力度。支持大型(xing)建(jian)筑(zhu)施(shi)工(gong)總承(cheng)(cheng)包(bao)(bao)(bao)企(qi)業(ye)(ye)(ye)向交通(tong)、鐵路、城市軌道交通(tong)、電力、水利等承(cheng)(cheng)包(bao)(bao)(bao)領域轉型(xing)發展。打造施(shi)工(gong)企(qi)業(ye)(ye)(ye)“航母”,爭取施(shi)工(gong)總承(cheng)(cheng)包(bao)(bao)(bao)特級資質企(qi)業(ye)(ye)(ye)達到10家,提前(qian)一年完成省政(zheng)府皖政(zheng)〔2013〕4號文件(jian)確定(ding)的目標任務(wu)。

(十一(yi)(yi))提高建(jian)(jian)(jian)筑產業(ye)外(wai)向度。積極實施“走(zou)出去”發展(zhan)戰(zhan)略(lve),支持優秀骨干(gan)建(jian)(jian)(jian)筑企(qi)業(ye)開拓境外(wai)市場,擴展(zhan)對外(wai)承(cheng)包(bao)工(gong)程(cheng)和對外(wai)勞(lao)務合(he)作。搶抓國(guo)家(jia)“一(yi)(yi)帶一(yi)(yi)路(lu)”等戰(zhan)略(lve)機遇,鼓勵我省建(jian)(jian)(jian)筑業(ye)企(qi)業(ye)申報對外(wai)承(cheng)包(bao)工(gong)程(cheng)資格(ge)和援(yuan)外(wai)成套(tao)項目實施企(qi)業(ye)資格(ge),爭取國(guo)外(wai)工(gong)程(cheng)承(cheng)包(bao)和國(guo)家(jia)援(yuan)外(wai)工(gong)程(cheng)項目。

(十二)提高建(jian)筑(zhu)隊(dui)伍專(zhuan)業化水平(ping)。加(jia)快建(jian)筑(zhu)管理(li)隊(dui)伍建(jian)設,加(jia)強注冊執(zhi)業資格、專(zhuan)業技(ji)術人員培(pei)養,開展新(xin)(xin)法規、新(xin)(xin)技(ji)術和新(xin)(xin)標準宣(xuan)貫培(pei)訓。推進(jin)建(jian)筑(zhu)勞(lao)務(wu)制(zhi)度改(gai)革,開展用工(gong)實名制(zhi)管理(li)試點,建(jian)立健(jian)全建(jian)筑(zhu)勞(lao)務(wu)用工(gong)機制(zhi),加(jia)快培(pei)育建(jian)筑(zhu)產業工(gong)人隊(dui)伍。加(jia)強對(dui)敏(min)感時期、重(zhong)要節(jie)日、重(zhong)點時段建(jian)筑(zhu)務(wu)工(gong)人員工(gong)資清欠工(gong)作,確(que)保(bao)社會穩定。
